A JOINT RESOLUTION designating the Venita Caldwell Memorial Highway in 1 
Leslie County. 2 
WHEREAS, Venita Carol Morgan Caldwell was born on August 29, 1953, in 3 
Hyden, Kentucky, to Brophy Morgan and Ellen Coots Morgan; and 4 
WHEREAS, Venita Caldwell attended Eastern Kentucky University to study 5 
education and later went on to receive a master's degree at Cumberland College; and 6 
WHEREAS, Venita Caldwell dedicated her life to education and had a passion for 7 
teaching. She began her career at W.B. Muncy and Hayes Lewis Elementary Schools, 8 
where she spent 17 years educating young minds; and 9 
WHEREAS, Venita Caldwell was a faculty member at Hazard Community College 10 
for 40 years, where she taught night classes; and  11 
WHEREAS, Venita Caldwell was known for her kind and welcoming personality, 12 
and had a talent for engaging conversations and storytelling that left lasting impacts on 13 
those who knew her; and  14 
WHEREAS, Venita Caldwell passed away on June 10, 2024, and is survived by her 15 
loving husband, Doug Caldwell; her son, Ben Caldwell; and countless other family 16 
members and friends; and 17 
WHEREAS, Venita Caldwell is remembered as a loving wife, mother, and 18 
dedicated educator, and her contributions to education deserve tangible recognition; 19 
NOW, THEREFORE, 20 
Be it resolved by the General Assembly of the Commonwealth of Kentucky: 21 
Section 1.   The Transportation Cabinet shall designate the portion of Kentucky 22 
Route 80 in Leslie County, from its intersection with Daisy Lane to its intersection with 23 
Pool Drive, as the "Venita Caldwell Memorial Highway" and shall, within 30 days of the 24 
effective date of this Resolution, erect appropriate signage denoting this designation. 25
