It requires health insurance to cover at least 60% of in-network services, meet federal standards, and avoid discrimination against highly compensated employees. The bill also updates the membership and reporting requirements for the Kentucky Group Health Insurance Board and repeals the Advisory Committee of State Health Insurance Subscribers. FISCAL EXPLANATION : The statutory changes contained in this measure do not result in any new “mandated health benefit” as defined by KRS 6.948(1)(f); therefore, the bill is not anticipated to result in any increase or decrease in state employee health plan premiums. There are no estimated changes in benefit payments for the Kentucky Public Pensions Authority (KPPA).
