UNOFFICIAL COPY 25 RS BR 1999 Page 1 of 3 XXXX 3/4/2025 2:18 PM Jacketed A CONCURRENT RESOLUTION directing the Legislative Research Commission 1 to establish the Efficient and Effective Districts Task Force. 2 WHEREAS, during the 2024 Regular Session, the General Assembly authorized the 3 Efficient and Effective School Districts Governance Task Force, which met 10 times 4 during the 2024 Interim to hear testimony on improving the efficient and effective 5 operation of school districts; and 6 WHEREAS, the co-chairs of the task force recommended continuing the work of 7 the task force into the 2025 Interim; and 8 WHEREAS, additional issues have been highlighted during the 2025 Regular 9 Session, which demonstrate the need for an expanded review of the efficiency and 10 effectiveness of the school districts' operations across the state; and 11 WHEREAS, the General Assembly recognizes that many schools and districts in 12 the Commonwealth have unacceptable proficiency rates in reading, mathematics, science, 13 social studies, and writing; and 14 WHEREAS, the General Assembly recognizes that many schools and districts are 15 struggling with operational, managerial, and policy issues that are adversely impacting 16 student academic achievement; and 17 WHEREAS, the General Assembly has the responsibility of ensuring that the 18 structure, models, and policies of local school districts are not impeding student 19 achievement; and 20 WHEREAS, the General Assembly seeks a deeper understanding of the issues 21 affecting Kentucky schools and desires expert opinions and research from education-22 focused institutions and other organizations that can provide relevant and pertinent 23 information; 24 NOW, THEREFORE, 25 Be it resolved by the Senate of the General Assembly of the Commonwealth of 26 Kentucky, the House of Representatives concurring therein: 27 UNOFFICIAL COPY 25 RS BR 1999 Page 2 of 3 XXXX 3/4/2025 2:18 PM Jacketed Section 1. The Legislative Research Commission is hereby directed to establish 1 the Efficient and Effective Districts Task Force to: 2 (1) Review the functionality, duties, structure, independence, effectiveness, and 3 efficiency of school boards and their central offices, and the impact of policy decisions 4 on student outcomes; 5 (2) Review publications, reports, and analyses of school governance relating to 6 district size, the efficiency of districts, and the effects of size on student outcomes; 7 (3) Hear testimony from entities with research experience and expertise in 8 education organizational structures, policies, and governance; 9 (4) Review the various types of education programs provided by districts, 10 including virtual programs and nontraditional instruction, and how districts administer 11 those programs, and the financial costs or savings incurred by those programs; 12 (5) Review relevant past performance audits, correction plans, and other analyses 13 of school district effectiveness and efficiency; 14 (6) Review recently proposed legislation for the possible benefits and challenges 15 associated with: 16 (a) The creation of new school districts and the benefits and challenges of those 17 new districts; 18 (b) The expansion of the membership of the school board; and 19 (c) The modification of the selection process of school board members; 20 (7) Assess the need for alternative or innovative governance structures, 21 operations, management, and policy models for districts; and 22 (8) Develop and submit any recommendations and changes the task force may 23 adopt relating to the governance and administration of school districts and how to better 24 ensure the efficient and effective organization of the Commonwealth's school districts to 25 the Legislative Research Commission by December 1, 2025. 26 Section 2. The Efficient and Effective Districts Task Force shall be composed 27 UNOFFICIAL COPY 25 RS BR 1999 Page 3 of 3 XXXX 3/4/2025 2:18 PM Jacketed of the following members with final membership of the task force is subject to the 1 consideration and approval of the Legislative Research Commission: 2 (1) Three members of the House of Representatives to be appointed by the 3 Speaker of the House of Representatives, one of whom shall be designated to serve as co-4 chair; 5 (2) Three members of the Senate to be appointed by the President of the Senate, 6 one of whom shall be designated to serve as co-chair; 7 (3) One member of the House of Representatives to be appointed by the Minority 8 Floor Leader of the House of Representatives; and 9 (4) One member of the Senate to be appointed by the Minority Floor Leader of 10 the Senate. 11 Section 3. The Efficient and Effective Districts Task Force shall meet once per 12 month during the 2025 Interim. The Legislative Research Commission shall assign staff 13 from the Commission necessary to assist the task force to conduct its business. 14 Section 4. Provisions of this Resolution to the contrary notwithstanding, the 15 Legislative Research Commission shall have the authority to alternatively assign the 16 issues identified herein to an interim joint committee or subcommittee thereof, and to 17 designate a study completion date. 18
