UNOFFICIAL COPY 25 RS BR 150 Page 1 of 3 XXXX 2/14/2025 10:50 AM Jacketed A CONCURRENT RESOLUTION establishing the Disaster Prevention and 1 Resiliency Task Force to study disaster mitigation, risk assessment, infrastructure 2 resilience, and planning for natural disasters that impact the Commonwealth. 3 WHEREAS, the Commonwealth has experienced an increase in the occurrence and 4 magnitude of natural disasters, including flooding and tornadoes, as a result of shifting 5 weather patterns; and 6 WHEREAS, the ability to execute timely and effective response and recovery 7 operations are essential when the Commonwealth experiences devastating natural 8 disasters; and 9 WHEREAS, understanding the effect of environmental disasters and the available 10 resources allocated for relief is essential for limiting the impact following such events; 11 and 12 WHEREAS, preparedness efforts to prevent and mitigate natural disasters are 13 crucial to ensuring the safety and protection of the citizens of the Commonwealth in 14 future weather-related calamities; 15 NOW, THEREFORE, 16 Be it resolved by the Senate of the General Assembly of the Commonwealth of 17 Kentucky, the House of Representatives concurring therein: 18 Section 1. The Legislative Research Commission shall establish the Disaster 19 Prevention and Resiliency Task Force. which shall: 20 (1) Study, review, and make recommendations regarding current and future 21 policy needs to address risk assessment, strategic planning, prevention of natural 22 disasters, response efforts, temporary housing, and relief strategies in the 23 Commonwealth; 24 (2) Evaluate approaches employed by other states to deter and manage natural 25 disasters and determine effective policies that may be suitable for adoption in the 26 Commonwealth; 27 UNOFFICIAL COPY 25 RS BR 150 Page 2 of 3 XXXX 2/14/2025 10:50 AM Jacketed (3) Analyze fiscal aspects of various prevention, replacement, infrastructure, and 1 mitigation costs to identify cost-sharing opportunities and maximize the use of state and 2 federal funds allocated to disaster relief and mitigation; and 3 (4) Analyze the role of the legislative and executive branches in preventing and 4 protecting against natural disasters as well as collaboration between federal, state, and 5 local governments and their respective agencies in relief and mitigation efforts. 6 Section 2. The Disaster Prevention and Resiliency Task Force shall be 7 composed of the following members, with final membership of the task force being 8 subject to the consideration and approval of the Legislative Research Commission. 9 (1) (a) Two members of the House of Representatives to be appointed by the 10 Speaker of the House; and 11 (b) Two members of the House of Representatives to be appointed by the 12 Minority Floor Leader of the House. 13 (c) The Speaker of the House shall designate one of the four members appointed 14 from the House of Representatives to serve as co-chair of the task force; 15 (2) (a) Two members of the Senate to be appointed by the President of the 16 Senate; and 17 (b) Two members of the Senate to be appointed by the Minority Floor Leader of 18 the Senate. 19 (c) The President of the Senate shall designate one of the four members appointed 20 from the Senate to serve as co-chair of the task force; 21 (3) The director of the Division of Emergency Management or designee; 22 (4) The director of the Division of Water or designee; 23 (5) The director of the Department of Housing, Buildings and Construction or 24 designee; 25 (6) The commissioner of the Department of Insurance or designee; 26 (7) A representative from the National Association of Insurance Commissioners 27 UNOFFICIAL COPY 25 RS BR 150 Page 3 of 3 XXXX 2/14/2025 10:50 AM Jacketed or designee; 1 (8) The president of the Kentucky Association of Counties or designee; 2 (9) The president of the Kentucky League of Cities or designee; 3 (10) The president of a state university or the Kentucky Community and Technical 4 College System or designee; 5 (11) A representative from a nonprofit organization which participates in disaster 6 relief efforts; and 7 (12) A citizen with competency, experience, and knowledge in the field of 8 engineering or hydrology. 9 Section 3. The Disaster Prevention and Resiliency Task Force shall meet at 10 least monthly during the 2025 Interim of the General Assembly. The task force shall 11 submit findings and recommendations to the Legislative Research Commission for 12 referral to the appropriate committee or subcommittee thereof by December 1, 2025. 13 Section 4. Provisions of this Resolution to the contrary notwithstanding, the 14 Legislative Research Commission shall have the authority to alternatively assign the 15 issues identified herein to an interim joint committee or subcommittee thereof, and to 16 designate a study completion date. 17
