Regular Session, 2010 HOUSE BILL NO. 1048 BY REPRESENTATIVE HOFFMANN VETERINARIANS: Provides relative to admissions to the LSU School of Veterinary Medicine AN ACT1 To enact R.S. 17:1493, relative to the LSU School of Veterinary Medicine; to provide for2 legislative findings; to provide relative to admissions evaluations; to provide relative3 to the number of Louisiana residents admitted to the school; to provide relative to4 recruitment of such Louisiana students; to provide for reports to the Legislature; and5 to provide for related matters.6 Be it enacted by the Legislature of Louisiana:7 Section 1. R.S. 17:1493 is hereby enacted to read as follows: 8 ยง1493. LSU School of Veterinary Medicine9 A. The legislature finds that there is a dire shortage of large animal10 veterinarians serving our state. The legislature recognizes that it makes a substantial11 investment every year in the LSU School of Veterinary Medicine and supported in12 part by that state investment, the LSU School of Veterinary Medicine is one of the13 premier programs of its type in the country. As such, the LSU School of Veterinary14 Medicine is in a perfect position to assist the state to help fill the void in large animal15 veterinarians.16 B.(1) Therefore, it is state policy that the LSU School of Veterinary17 Medicine begin increasing the number of Louisiana residents that it accepts into its18 program, with particular emphasis on Louisiana residents with an expressed interest19 and proven dedication to large animal veterinary practice.20 HLS 10RS-1540 ORIGINAL HB NO. 1048 Page 2 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. (2) In the evaluation of applicants for the graduate program who meet the1 minimum standards for admission, the school shall give extra weight to Louisiana2 residents and shall give additional extra weight to Louisiana residents who can3 evidence, through letters of recommendation, extra curricular activities, and awards,4 a long standing commitment to large animal care. Utilizing such weights in its5 admission process the school shall increase the Louisiana residents in the entering6 class to seventy percent by the 2013-2014 school year and shall sustain that7 percentage thereafter.8 (3) The LSU School of Veterinary Medicine shall establish a recruiting9 program directed to increasing the pool of applicants who would be eligible for the10 extra weights provided for in Paragraph (2) of this Subsection. The recruiting11 program shall include involvement in livestock shows and other events at which12 young people exhibit an interest in large animal care.13 (4) The LSU School of Veterinary Medicine shall report to the House14 Committee on Education and the Senate Committee on Education in October of15 every year on the percentage of entering students who are Louisiana residents.16 DIGEST The digest printed below was prepared by House Legislative Services. Proposed law finds there is a shortage in La. of qualified large animal veterinarians. In order to rectify such shortage, proposed law adopts a state policy requiring the LSU School of Veterinary Medicine to begin increasing the number of La. residents it accepts to its program, with particular emphasis on such residents who have an expressed and proven interest in large animal veterinary practice. Proposed law requires the Vet School to give extra weight in its admissions evaluations to La. residents who can demonstrate through letters of recommendation, extra curricular activities, or awards, a long standing commitment to large animal care. Proposed law further requires the Vet School to utilize such new weight measure to increase the number of Louisiana residents entering the class to 70% by the 2013-2014 school year and to maintain such percentage in each school year thereafter.
