Regular Session, 2010 HOUSE BILL NO. 1050 BY REPRESENTATIVE RICHMOND ELDERLY: Directs the office of elderly affairs to plan for implementing the Elder Economic Security Standard Index AN ACT1 To enact R.S. 46:932(15), relative to powers and duties of the office of elderly affairs; to2 provide for a plan to establish the Elder Economic Security Standard Index; and to3 provide for related matters.4 Be it enacted by the Legislature of Louisiana:5 Section 1. R.S. 46:932(15) is hereby enacted to read as follows: 6 ยง932. Powers and duties7 The office shall have the following powers and duties:8 * * *9 (15) To create a plan for implementing an Elder Economic Security Standard10 Index as the primary resource for assessing the needs of and coordinating services11 for all elderly citizens in the state. The office shall develop this plan according to all12 of the following definitions and provisions:13 (a) "Elder Economic Security Standard Index", hereafter referred to as "Elder14 Index", means an index that quantifies the costs that elders face in meeting their15 basic needs, including but not limited to food, shelter, health care, transportation,16 utilities, and essential household items, in the private market. Massachusetts, Boston, to publicly available data sources on the costs for the elderly1 to live in each parish of the state.2 (b) The Elder Index implementation plan shall include but not be limited to3 the following:4 (i) A summary of prior efforts of the office to eliminate duplication of5 services and to coordinate service delivery.6 (ii) Input of Councils on Aging and other stakeholders within the Aging7 Services Network of the office regarding the utility of an Elder Index.8 (iii) An estimate of quantifiable benefits to the state resulting from full9 implementation of an Elder Index.10 (iv) An estimate of quantifiable costs to the state resulting from full11 implementation of an Elder Index.12 (c) The office shall submit the plan for approval to the Senate and House13 committees on health and welfare on or before March 1, 2011.14 DIGEST The digest printed below was prepared by House Legislative Services.
