COLLEGES/UNIVERSITIES: Provides relative to calculations for determining and for the
reporting of student graduation and completion rates by public postsecondary
education institutions
AN ACT1
To enact R.S. 17:3351(E); to require the adoption of certain policies by each public2
postsecondary education management board relative to student graduation and3
completion rates; to provide relative to calculations for determining and for the4
reporting of student graduation and completion rates by public postsecondary5
education institutions; to provide applicability; to provide effectiveness; to provide6
an effective date; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 17:3351(E) is hereby enacted to read as follows: 9
ยง3351.  General powers, duties, and functions of college and university boards10

E.(1) In addition to any other powers and duties authorized by this Section,12
each board shall adopt a policy, effective for  the 2010-2011 academic year and13
continuing thereafter, specifying that for purposes of calculating and reporting on14
student graduation and completion rates by an institution under the board's15
supervision and management, a student who graduates from or otherwise completes16
a program of studies at the institution shall be considered a graduate or completer,17

(2) The provisions of Paragraph (1) of this Subsection shall be applicable1
notwithstanding any policy, rule, or regulation by the Board of Regents to the2
contrary.3
Section 2. This Act shall become effective upon signature by the governor or, if not4
signed by the governor, upon expiration of the time for bills to become law without signature5
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If6
vetoed by the governor and subsequently approved by the legislature, this Act shall become7
effective on the day following such approval.8

Abstract: Relative to calculations for determining and for the reporting of student
graduation and completion rates at public colleges and universities, provides that a
student who graduates from or otherwise completes a program of studies at the
institution shall be considered a graduate or completer, as applicable, of such
institution.
Proposed law provides that each public postsecondary education management board shall
adopt a policy (effective for  the 2010-2011 academic year and continuing thereafter)
specifying that for purposes of calculating and reporting on student graduation and
completion rates by an institution under the board's supervision and management, a student
who graduates from or otherwise completes a program of studies at the institution shall be
considered a graduate or completer, as applicable, of such institution.
Specifies that proposed law shall be applicable notwithstanding any policy, rule, or
regulation by the Board of Regents to the contrary.
Effective upon signature of governor or lapse of time for gubernatorial action.
