H.1 * * *2 (2) The deputy secretary of public safety services of the Department of3 Public Safety and Corrections shall issue timely and without delay the concealed4 handgun permit to all qualified applicants, which permit shall be for a term of four5 five years, at a cost of twenty-five dollars per year, and which shall be valid in all6 parishes statewide. The division shall may promulgate rules for the purpose of7 providing for permits and fees for fewer than four five years to the applicants8 requesting a shorter time period. Fees shall may be reduced proportionately for terms9 of fewer than four five years. Present law provides for the issuance of concealed handgun permits. Present law requires that applicants for concealed handgun permits demonstrate competency in the use of a handgun by taking approved courses. Proposed law retains the provisions of present law and further provides that any live range fire training required to demonstrate competency may use live ammunition or fixed-case marking projectiles capable of being fired from a handgun. Present law provides that a concealed handgun permit has a term of four years. Requires DPS&C to adopt rules and fees for permits for a term of less than four years. Proposed law increases the term of a concealed handgun permit from four years to five years and authorizes the adoption of such rules.
