WEAPONS/HANDGUNS: Provides with respect to concealed handgun permits
AN ACT1
To amend and reenact R.S. 40:1379.3(H)(2) and to enact R.S. 40:1379.3(D)(3), relative to2
concealed handgun permits; to increase the period of time in which a concealed3
handgun permit is valid; to provide with respect to costs and fees; to provide with4
respect to the adoption of rules for certain permits; to authorize the use of fixed-case5
marking projectiles for handgun competency training; and to provide for related6
matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 40:1379.3(H)(2) is hereby amended and reenacted and R.S.9
40:1379.3(D)(3) is hereby enacted to read as follows: 10

(3) Any live range fire training required to demonstrate competency as16
authorized by the provisions of this Subsection may use live ammunition or fixed-17
case marking projectiles capable of being fired from a handgun.18

(2) The deputy secretary of public safety services of the Department of3
Public Safety and Corrections shall issue timely and without delay the concealed4
handgun permit to all qualified applicants, which permit shall be for a term of four5
five years, at a cost of twenty-five dollars per year, and which shall be valid in all6
parishes statewide. The division shall may promulgate rules for the purpose of7
providing for permits and fees for fewer than four five years to the applicants8
requesting a shorter time period. Fees shall may be reduced proportionately for terms9
of fewer than four five years. The permit shall be retained by the permittee who10
shall immediately produce it upon the request of any law enforcement officer.11

Abstract: Authorizes DPS&C to promulgate rules for permits and fees for the purpose of
providing concealed handgun permits for fewer than five years, and authorizes the
use of fixed-case marking projectiles for handgun competency training.
Present law provides for the issuance of concealed handgun permits.
Present law requires that applicants for concealed handgun permits demonstrate competency
in the use of a handgun by taking approved courses.
Proposed law retains the provisions of present law and further provides that any live range
fire training required to demonstrate competency may use live ammunition or fixed-case
marking projectiles capable of being fired from a handgun.
Present law provides that a concealed handgun permit has a term of four years. Requires
DPS&C to adopt rules and fees for permits for a term of less than four years.
Proposed law increases the term of a concealed handgun permit from four years to five years
and authorizes the adoption of such rules.
