AN ACT1
To amend and reenact R.S. 40:1379.3(H)(2) and (N)(8) and to enact R.S. 40:1379.3(D)(3)2
and (U), relative to concealed handgun permits; to increase the period of time in3
which a concealed handgun permit is valid; to provide with respect to costs and fees;4
to provide with respect to the adoption of rules for certain permits and fees; to5
authorize the use of fixed-case marking projectiles for handgun competency training;6
to authorize certain religious organizations to allow concealed handguns to be carried7
in places of worship pursuant to a valid concealed handgun permit; to provide for8
exceptions; and to provide for related matters.9
Be it enacted by the Legislature of Louisiana:10
Section 1. R.S. 40:1379.3(H)(2) and (N)(8) are hereby amended and reenacted and11
R.S. 40:1379.3(D)(3) and (U) are hereby enacted to read as follows: 12

(3) Any live range fire training required to demonstrate competency as18
authorized by the provisions of this Subsection may use live ammunition or fixed-19
case marking projectiles capable of being fired from a handgun.20

(2) The deputy secretary of public safety services of the Department of24

handgun permit to all qualified applicants, which permit shall be for a term of four1
five years, at a cost of twenty-five dollars per year, and which shall be valid in all2
parishes statewide. The division shall may promulgate rules for the purpose of3
providing for permits and fees for fewer than four five years to the applicants4
requesting a shorter time period. Fees shall may be reduced proportionately for terms5
of fewer than four five years. The permit shall be retained by the permittee who6
shall immediately produce it upon the request of any law enforcement officer.7

N. No concealed handgun may be carried into and no concealed handgun9
permit issued pursuant to this Section shall authorize or entitle a permittee to carry10
a concealed handgun in any of the following:11

(8) Any church, synagogue, mosque, or other similar place of worship,13
eligible for qualification as a tax-exempt organization under 26 U.S.C. 501, except14
as provided for in Subsection U of this Section.15

U.(1) The entity which owns the business or has authority over the17
administration of a church, synagogue, or mosque shall have the authority to18
authorize any person issued a valid concealed handgun permit as authorized by the19
provisions of this Section to carry a concealed handgun in the church, synagogue, or20
mosque.21
(2) The provisions of this Subsection shall not be construed to limit or22
prohibit any church, synagogue, or mosque from employing armed security guards23
who are either certified law enforcement officers or who are authorized to carry24
concealed handguns pursuant to the provisions of this Section.25
(3) If the church, synagogue, or mosque authorizes the carrying of concealed26
handguns as authorized by the provisions of this Subsection, the pastor, priest,27
minister, or other authority of the church, synagogue, or mosque shall inform the28

(4) The provisions of this Section shall not be construed to authorize the1
carrying of a concealed handgun in a church, synagogue, or mosque located on the2
property of any school or school property, which would otherwise be prohibited by3
the provisions of R.S. 14:95.2.4
(5) Any church, synagogue, or mosque authorizing the carrying of concealed5
handguns pursuant to the provisions of this Subsection shall require an additional6
eight hour tactical training for those persons wishing to carry concealed handguns7
in the church, synagogue, or mosque.  The training shall be conducted annually.8
