INSURANCE/GROUP-SHERI FFS:  Provides for payment of group insurance for retired
sheriffs and deputy sheriffs in certain parishes
AN ACT1
To amend and reenact R.S. 33:1448(G)(1) and (O) and to enact R.S. 33:1448(Y), relative2
to premium costs of group hospital and health insurance for retired sheriffs and3
retired deputy sheriffs in certain parishes; to provide for eligibility for payment of4
premium costs; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 33:1448 (G)(1) and (O) are hereby amended and reenacted and R.S.7
33:1448(Y) is hereby enacted to read as follows: 8
ยง1448.  Group insurance; kinds; amounts; subrogation9

G.(1) Notwithstanding the provisions of Subsection D of this Section, the11
premium costs of group hospital, surgical, medical expense, and dental insurance and12
the first ten thousand dollars of life insurance contracted for under the provisions of13
this Section shall be paid in full from the sheriff's general fund for all sheriffs and14
deputy sheriffs retired with at least fifteen years of service who are at least fifty-five15
years of age or retired with at least thirty years of service at any age. The provisions16
of this Subsection shall be applicable only to the sheriffs' offices of the parishes of17
Bossier, St. Bernard, St. Martin, Acadia, Allen, Avoyelles, Beauregard, Caddo,18
Calcasieu, Caldwell, Cameron, Catahoula, Concordia, East Feliciana, Grant,19
Iberville, Jackson, Jefferson Davis, Lafayette, Lincoln, Livingston, Morehouse,20 HLS 10RS-685	ENGROSSED

Natchitoches, Pointe Coupee, Rapides, Red River, St. James, St. John, Union,1
Vermilion, Vernon, Washington, Webster, West Baton Rouge, West Carroll, West2
Feliciana, and any parish with a population of between one hundred thousand and3
one hundred two thousand according to the latest federal decennial census and the4
sheriff of the Civil District Court of the parish of Orleans, for their respective5
retirees.  The provisions of this Subsection shall also apply to the employees of the6
Sheriffs' Pension and Relief Fund and the Louisiana Sheriffs' Association, which7
fund and association shall pay the premium costs for their employees.8

O. Notwithstanding the provisions of Subsection D of this Section, in the10
parish of St. Charles, one hundred percent of the premium costs of group hospital,11
surgical, and medical expense insurance and the first ten thousand dollars of life12
insurance contracted for under the provisions of this Section shall be paid from the13
sheriff of St. Charles Parish shall pay out of the sheriff's general fund the premium14
cost of group insurance for any sheriff or full-time deputy sheriff who has retired15
from the St. Charles Parish sheriff's office Sheriff's Office and who is entitled to16
receive monthly benefits from the Sheriff's Pension and Relief Fund and who has17
either of the following as follows:18
(1)  For any sheriff or deputy sheriff who was hired on or before July 1, 2010,19
one hundred percent of the premium costs of group hospital, surgical, medical20
expense, dental insurance, and the first ten thousand dollars of life insurance21
contracted for pursuant to the provisions of this Section, if the sheriff or deputy22
sheriff retired with either of the following:23
(a) At least fifteen years of full-time creditable service with the St. Charles24
Parish sheriff's office Sheriff's Office and is at least fifty-five years of age.25
(2)(b) At least thirty years of full-time creditable service with the St. Charles26
Parish sheriff's office Sheriff's Office, regardless of age.27
(2) For any sheriff or deputy sheriff who was hired after July 1, 2010, the28

medical expense, dental insurance, and the first ten thousand dollars of life insurance1
contracted pursuant to the provisions of this Section, if the sheriff or deputy sheriff2
retired as follows:3
(a) One hundred percent if retired with at least thirty years of full-time4
creditable service with the St. Charles Parish Sheriff's Office, regardless of age.5
(b) Seventy-five percent if retired with at least twenty-five years of full-time6
creditable service with the St. Charles Parish Sheriff's Office and is at least fifty-five7
years of age.8
(c) Fifty percent if retired with at least twenty years of full-time creditable9
service with the St. Charles Parish Sheriff's Office and is at least fifty-five years of10
age.11

sheriff of St. John the Baptist Parish shall pay out of the sheriff's general fund the14
premium cost of group insurance for any sheriff or full-time deputy sheriff who has15
retired from the St. John the Baptist Parish Sheriff's Office and who is entitled to16
receive monthly benefits from the Sheriff's Pension and Relief Fund as follows:17
(1) For any sheriff or deputy sheriff who was hired on or before July 1, 2010,18
one hundred percent of the premium costs of group hospital, surgical, medical19
expense, dental insurance, and the first ten thousand dollars of life insurance20
contracted for pursuant to the provisions of this Section, if the sheriff or deputy21
sheriff retired with either of the following:22
(a) At least fifteen years of full-time creditable service with the St. John the23
Baptist Parish Sheriff's Office and is at least fifty-five years of age.24
(b)  At least thirty years of full-time creditable service with the St. John the25
Baptist Parish Sheriff's Office, regardless of age.26

sheriff of St. John the Baptist Parish shall pay the premium cost of group hospital,28

insurance contracted pursuant to the provisions of this Section, if the sheriff or1
deputy sheriff retired as follows:2

Abstract:  Provides for the payment of insurance premiums for retired sheriffs and deputy
sheriffs with creditable service with the St. Charles Parish Sheriff's Office.
Present law provides that the premium costs of group hospital, surgical, medical expense,
and dental insurance and the first $10,000 of life insurance shall be paid in full from the
sheriff's general fund for all sheriffs and deputy sheriffs retired with at least 15 years of
service who are at least 55 years of age or retired with at least 30 years of service at any age.
Proposed law retains present law for sheriffs and deputy sheriffs hired on or before July 1,
2010.
Proposed law, regarding the St. Charles Parish Sheriff's Office and the St. John the Baptist
Parish Sheriff's Office, provides that for all sheriffs and deputy sheriffs who are hired after
July 1, 2010, premium costs shall be paid at 100% for retired sheriffs and deputy sheriffs
with 30 years of service regardless of age, 75% for retired sheriffs and deputy sheriffs with
25 years of service and who are at least 55 years of age, and 50% for retired sheriffs and
deputy sheriffs with 20 years of service and who are at least 55 years of age.
