DISTRICTS/WATERWORKS:  Provides relative to per diem paid to commissioners of
waterworks districts in Calcasieu Parish
AN ACT1
To amend and reenact R.S. 33:3819(I), relative to waterworks districts in Calcasieu Parish;2
to provide for the per diem paid to waterworks district commissioners; to authorize3
the parish governing authority to authorize an increase in per diem upon request from4
such a district; and to provide for related matters.5
Notice of intention to introduce this Act has been published6
as provided by Article III, Section 13 of the Constitution of7
Louisiana.8
Be it enacted by the Legislature of Louisiana:9
Section 1.  R.S. 33:3819(I) is hereby amended and reenacted to read as follows:10
ยง3819.  Meetings of commissioners; meeting place; absences; compensation11

I. Notwithstanding the provisions of Subsection A of this Section, the13
governing authority of Calcasieu Parish may, upon receipt of a resolution from any14
waterworks district within the parish requesting an increase in per diem, authorize15
the treasurer of Waterworks District No. 8 such a district to pay the commissioners16
of the district a per diem not to exceed one hundred dollars for attending meetings17

Section 2. This Act shall become effective on July 1, 2010; if vetoed by the governor1
and subsequently approved by the legislature, this Act shall become effective on July 1,2
2010, or on the day following such approval by the legislature, whichever is later.3

Abstract: Increases the maximum per diem which may be paid to waterworks district
commissioners in Calcasieu Parish from $60 to $100; authorizes the parish to
approve an increase in per diem upon request from a district.
Present law authorizes parishes to create waterworks districts to oversee the installation,
operation, and maintenance of waterworks systems. Provides that each waterworks district
is governed by a board of five commissioners, with certain specific exceptions.  Proposed
law retains present law.
Present law authorizes the parish to fix the per diem to be paid to commissioners in an
amount not to exceed $60 for each meeting, for up to 24 regular meetings and 12 special
meetings in a year.
Present law authorizes per diem payments of up to $100 to commissioners of Waterworks
District No. 8 in Calcasieu Parish.  Proposed law, relative to all waterworks districts in
Calcasieu Parish, provides that the parish governing authority may authorize a per diem
increase of up to $100 for a particular district upon request by resolution from the district.
Effective July 1, 2010.
