HOUSE BILL NO. 295
BY REPRESENTATIVE HUTTER
PUBLIC BLDGS/GROUNDS-ST: Authorizes the board of commissioners of the St.
Bernard Port, Harbor and Terminal District to name the administration/security
complex building of the port in honor of Samuel B. "Sammy" Nunez, Jr.
AN ACT1
To enact Part IX of Chapter 1 of Title 34 of the Louisiana Revised Statutes of 1950, to be2
comprised of R.S. 34:340.31,  relative to port properties; to authorize  the board of3
commissioners of the St. Bernard Port, Harbor and Terminal District to name the4
administration/security complex building of the port in honor of a living person; to5
provide for limitations; to provide for an effective date; and to provide for related6
matters.7
Notice of intention to introduce this Act has been published8
as provided by Article III, Section 13 of the Constitution of9
Louisiana.10
Be it enacted by the Legislature of Louisiana:11
Section 1. Part IX of Chapter 1 of Title 34 of the Louisiana Revised Statutes of 1950,12
comprised of R.S. 34:340.31 is hereby enacted to read as follows: 13
ยง340.31.  Samuel B. "Sammy" Nunez, Jr., Building14
Notwithstanding R.S. 42:267 or any other law to the contrary, the board of15
commissioners of the St. Bernard Port, Harbor and Terminal District  may name the16
administration/security building of the port located at 100 Port Boulevard in17
Chalmette in honor of Samuel B. "Sammy" Nunez, Jr., a living person who18
contributed to the growth and well-being of St. Bernard Port, Harbor and Terminal19 HLS 10RS-239	ENGROSSED

District; served as a state representative from St. Bernard Parish from 1964 through1
1969; served as a state senator from 1969 through 1996 from St. Bernard Parish, and2
was inducted into the Louisiana Political Hall of Fame on January 30, 2010.3
Section 2. This Act shall become effective upon signature by the governor or, if not4
signed by the governor, upon expiration of the time for bills to become law without signature5
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If6
vetoed by the governor and subsequently approved by the legislature, this Act shall become7
effective on the day following such approval.8

Abstract: Authorizes the board of commissioners of the St. Bernard Port, Harbor and
Terminal District to name the administration/security complex building of the port
as the Samuel B. "Sammy" Nunez, Jr., Building. 
Present law, (R.S. 42:267(A)), provides that no public building, public bridge, public park,
public fish or game preserve, or public wildlife refuge owned by the state or by any political
subdivision of the state or by any institution receiving its support in whole or in part from
the state shall be named in honor of any living person, except as authorized or provided by
law.
Proposed law authorizes the board of commissioners of the St. Bernard Port, Harbor and
Terminal District to name the administration/security complex building of the port in honor
of Samuel B. "Sammy" Nunez, Jr., a living person who contributed to the growth and well-
being of St. Bernard Port, Harbor and Terminal District; served as a state representative from
St. Bernard Parish from 1964 through 1969; served as a state senator from 1969 through
1996 from St. Bernard Parish, and was inducted to the La. Political Hall of Fame on Jan. 30,
2010.
Effective upon signature of governor or lapse of time for gubernatorial action.
