FEES/LICENSES/PERMITS: (Constitutional Amendment) Imposes a fee for the issuance
and renewal of driver's licenses and dedicates the revenue to the Transportation Trust
Fund
A JOINT RESOLUTION1
Proposing to add Article VII, Section 5.1 of the Constitution of Louisiana, relative to fees2
for issuance and renewal of all classes of driver's licenses in Louisiana; to impose a3
fee for issuance and renewal of such licenses; to provide for the disposition of the4
revenues; to provide for an effective date; to provide for submission of the proposed5
amendment to the electors; and to provide for related matters.6
Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members7
elected to each house concurring, that there shall be submitted to the electors of the state of8
Louisiana, for their approval or rejection in the manner provided by law, a proposal to add9
Article VII, Section 5.1 of the Constitution of Louisiana, to read as follows:10
§ 5.1. Driver's license issuance and renewal; fee11
Section 5.1.12
Beginning January 1, 2011, all applicants for issuance or renewal of any13
driver's license shall pay a fee which shall be in addition to any other fee which may14
be required for the issuance and renewal of driver's licenses as provided by law. The15
amount of the fee shall be two dollars and shall be adjusted annually in accordance16
with the Consumer Price Index as reported by the United States government;17
however, in no event shall the fee be less than two dollars. After satisfying the18
requirements of the Bond Security and Redemption Fund as provided for in Article19 HLS 10RS-866 ORIGINAL

VII, Section 9(B) of this constitution, the treasurer shall deposit an amount equal to1
the avails of this fee into the Transportation Trust Fund to be used solely for the2
construction and maintenance of roads and bridges in the state highway system.3
Section 2. Be it further resolved that this proposed amendment shall be submitted4
to the electors of the state of Louisiana at the statewide election to be held on November 2,5
2010.6
Section 3. Be it further resolved that, after approval by the electors of this state, this7
proposed amendment shall become effective on January 1, 2010.8
Section 4. Be it further resolved that on the official ballot to be used at said election9
there shall be printed a proposition, upon which the electors of the state shall be permitted10
to vote FOR or AGAINST, to amend the Constitution of Louisiana, which proposition shall11
read as follows:12
Requires that all applicants for issuance or renewal of a driver's license pay13
a two-dollar fee in addition to any other fee required for the issuance and14
renewal of driver's licenses; requires annual adjustment of the fee amount in15
accordance with the Consumer Price Index; requires the avails of the fee to16
be deposited into the Transportation Trust Fund to be used solely for the17
construction and maintenance of roads and bridges in the state highway18

Proposed constitutional amendment requires, beginning Jan. 1, 2011, all applicants for
issuance or renewal of a driver's license to pay a fee, in addition to any other fee required for
the issuance and renewal of driver's licenses as provided by present law. The amount of the
fee shall be $2 and shall be adjusted annually in accordance with increases in the Consumer

Proposed constitutional amendment further provides that after satisfying the requirements
of the Bond Security and Redemption Fund pursuant to the present constitution, the treasurer
shall deposit an amount equal to the avails of this fee into the Transportation Trust Fund to
be used solely for the construction and maintenance of roads and bridges in the state
highway system.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Nov. 2, 2010.
Effective Jan. 1, 2011.
