BY REPRESENTATIVE PEARSON
BESE: Requires BESE to broadcast on the Internet the audio and video of all board and
committee meetings conducted in Baton Rouge and to archive the audio and video
of such meetings
AN ACT1
To enact R.S. 17:3.1, relative to meetings of the State Board of Elementary and Secondary2
Education; to provide for live broadcasts over the Internet of meetings of the board3
and its committees; to provide for the recording and archiving of meetings of the4
board and committees; to provide for public access to such archived meetings; to5
provide a special effective date; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 17:3.1 is hereby enacted to read as follows: 8
ยง3.1.  Internet broadcast of board and committee meetings; archives9
A. The board shall broadcast over the Internet live audio and video streams10
of all its board and committee meetings held in Baton Rouge.11
B.  All meetings broadcast in accordance with Subsection A of this Section12
shall be recorded, archived, and made accessible to the public for at least one year13
after the date of the meeting.14
Section 2.  The provisions of this Act shall become effective January 1, 2011.15 HLS 10RS-951	ORIGINAL

Abstract: Requires BESE to broadcast all regular, special, and committee meetings over
the internet and further requires all such broadcasts to be archived and made
accessible for at least one year after the date of the meeting.
Present law (R.S. 41:5 et seq.) provides for open meetings of public bodies. Authorizes the
live broadcast and recording of such meetings.
 Proposed law retains present law.
Proposed law provides that all meetings conducted in Baton Rouge by the State Board of
Elementary and Secondary Education or any of its committees shall be broadcast live over
the Internet. Further provides that all such broadcasts are to be recorded, archived, and made
accessible to the public for at least one year from the meeting date.
Effective Jan. 1, 2011.
