HOUSE BILL NO. 423
BY REPRESENTATIVE LOPINTO
MOTOR VEHICLES:  Creates the Office of Motor Vehicles Advisory Board
AN ACT1
To enact Chapter 18 of Title 32 of the Louisiana Revised Statutes of 1950, to be comprised2
of R.S. 32:1801, relative to the Office of Motor Vehicles Advisory Board; relative3
to the creation of the Office of Motor Vehicles Advisory Board; to provide for4
membership; to provide for duties of the board; to provide for officers; to require the5
board to meet at least once annually; to authorize the board to meet as necessary; to6
define a quorum; to provide that members serve without compensation; to provide7
for a term of service for members; and to provide for related matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1. Chapter 18 of Title 32 of the Louisiana Revised Statutes of 1950,10
comprised of R.S. 32:1801, is hereby enacted to read as follows: 11
CHAPTER 18.  OFFICE OF MOTOR VEHICLES ADVISORY BOARD12
ยง1801. Office of Motor Vehicle Advisory Board; members; duties; officers;13
quorum; compensation; term of service14
A.  The Office of Motor Vehicles Advisory Board is hereby created in the15
office of the governor.16
B.  The board shall be composed of the following eleven members:17
(1) The assistant secretary of the Department of Public Safety and18
Corrections, office of motor vehicles, or his designee.19
(2)  The secretary of the Department of Revenue or his designee.20 HLS 10RS-1170	ORIGINAL

(3) The chairman of the Louisiana Motor Vehicle Commission or his1
designee.2
(4) The chairman of the Louisiana Used Motor Vehicle Commission or his3
designee.4
(5)  The commissioner of administration or his designee.5
(6) The remaining six members shall be representatives of the motor vehicle6
industry appointed by the governor and subject to the confirmation of the Senate as7
follows:8
(a)  A representative of the Louisiana Automobile Dealers Association.9
(b)  A representative of the Louisiana Bankers Association.10
(c)  A representative of the Louisiana Motor Transport Association.11
(d) A representative of the Louisiana Independent Auto Dealers Association.12
(e)  The president of the Louisiana Public Tag Association or his designee.13
(f)  A representative of the Car and Truck Rental Leasing of Louisiana14
Association.15
C.  The duties of the board shall include the following:16
(1) To discuss and make recommendations regarding proposed legislation17
concerning the motor vehicle industry.18
(2) To discuss and make recommendations regarding proposed and existing19
administrative rules, policies, and procedures concerning the motor vehicle industry.20
(3) To discuss and make recommendations regarding the collection of parish21
and municipal sales tax by the motor vehicle industry.22
(4) To research and discuss future technology that may be implemented23
within the motor vehicle industry.24
(5)  To discuss any other topic relevant to the motor vehicle industry.25
D. The board shall elect, by majority vote of its membership, a chairman,26

E.  The board shall meet at least once annually but may meet more often as1
necessary at the call of the board's chairman. A majority of the members of the2
board shall constitute a quorum.3
F. The members of the board shall serve on a voluntary basis and shall4
receive no compensation for their services.5
G. Each member of the board shall serve a term concurrent with the6
appointing governor. Each member shall serve until his successor is appointed and7
takes office.8
