SCHOOLS:  Requires BESE to establish a uniform grading scale for use in public schools
AN ACT1
To enact R.S. 17:7(29), relative to the duties, functions, and responsibilities of the State2
Board of Elementary and Secondary Education; to require the State Board of3
Elementary and Secondary Education to develop, adopt, and provide for the4
implementation of a uniform grading scale for use in public schools; to provide for5
enforcement; to provide for a task force to provide recommendations; to provide for6
rules and regulations; to provide for effectiveness; and to provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 17:7(29)  is hereby enacted to read as follows: 9
ยง7.  Duties, functions, and responsibilities of board10
In addition to the authorities granted by R.S. 17:6 and any powers, duties, and11
responsibilities vested by any other applicable laws, the board shall:12

(29) Develop, adopt, and provide for the implementation of a uniform14
grading scale for use in public elementary and secondary schools and other public15
schools and programs under its jurisdiction, which shall be enforced by the16
governing authorities of public schools and by city, parish, and other local public17
school superintendents.18
Section 2. During the 2010-2011 school year, the State Board of Elementary and19

advice on developing the uniform grading scale.  The task force shall include but not be1
limited to representatives of the following:2
(1)Louisiana School Boards Association.3
(2)Louisiana Association of Educators.4
(3)Louisiana Federation of Teachers. 5
(4) Associated Professional Educators of Louisiana.6
(5)State Department of Education.7
(6)Office of the governor.8
(7)Louisiana Parent Teacher Association.9
(8)Louisiana Association of Principals.10
(9)Louisiana Association of School Executives.11
(10)Louisiana Association of School Superintendents.12
(11)Louisiana Association of Special Education Administrators.13
(12)A classroom teacher.14
Section 3. By not later than the beginning of the 2011-2012 school year, the State15
Board of Elementary and Secondary Education shall adopt rules and regulations in16
accordance with the Administrative Procedure Act to provide for the implementation of the17
provisions of this Act. 18
