Regular Session, 2010 HOUSE BILL NO. 520 BY REPRESENTATIVE THIBAUT JUVENILES/DETENTION FAC: Provides for establishment and maintenance of juvenile justice programs and services in Iberville, West Baton Rouge, and Pointe Coupee parishes AN ACT1 To amend and reenact R.S. 15:1096.2 and to repeal R.S. 15:1093.2, relative to the Tri-Parish2 Juvenile Justice District; to provide for additional purposes and authority; to3 authorize the board of commissioners to enter into certain cooperative endeavor4 agreements; to provide for the expenditure of funds and payment of costs and5 expenses; to repeal provisions applying the additional purposes and authority6 statewide; and to provide for related matters.7 Notice of intention to introduce this Act has been published8 as provided by Article III, Section 13 of the Constitution of9 Louisiana.10 Be it enacted by the Legislature of Louisiana:11 Section 1. R.S. 15:1096.2 is hereby amended and reenacted to read as follows: 12 ยง1096.2. Purpose 13 A. The purpose of the commission shall be to assist and afford opportunities14 to preadjudicatory and postadjudicatory children who enter the juvenile justice15 system, or who are children in need of care or supervision, to become productive,16 law-abiding citizens of the community, parish, and state by the establishment of17 rehabilitative programs within a structured environment and to provide physical18 facilities and related services for children, including the housing, care, supervision,19 maintenance, and education of juveniles under the age of seventeen years, and for20 juveniles seventeen years of age and over who were under seventeen years of age21 HLS 10RS-687 ENGROSSED HB NO. 520 Page 2 of 2 CODING: Words in struck through type are deletions from existing law; words underscored are additions. when they committed an alleged offense, throughout the parishes within the district1 and other participating parishes. 2 B. If not otherwise prohibited by law, in addition to any other authority and3 power granted by law, the board of commissioners is authorized to enter into a4 cooperative endeavor agreement with any other state, parish, or local agency to5 provide for the establishment and maintenance of evidence-based juvenile services6 and programs, including but not limited to the district attorney's early intervention7 program.8 C. Additionally, and if not otherwise prohibited by law, in association with9 such qualified programs, the board of commissioners is specifically authorized to10 expend any and all funds collected and to pay any and all negotiated costs and11 expenses for these juvenile services and programs provided within the district.12 Section 2. Proposed law authorizes the board of commissioners of the Tri-Parish Juvenile Justice District to enter into a cooperative endeavor agreement with any other state, parish, or local agency to provide for the establishment and maintenance of evidence-based juvenile services and programs, including the district attorney's early intervention program. Proposed law authorizes the commission to expend any and all funds collected and to pay any and all negotiated costs and expenses for these juvenile services and programs which are provided for within the district.
