AN ACT1
To enact R.S. 38:1794(B)(3), relative to Tangipahoa Parish; to provide relative to2
Consolidated Gravity Drainage District No. 1; to provide relative to the governing3
board of the district; to provide relative to the schedule of meetings held by the4
board; to provide relative to the compensation and reimbursement of board members;5
and to provide for related matters.6
Notice of intention to introduce this Act has been published7
as provided by Article III, Section 13 of the Constitution of8
Louisiana.9
Be it enacted by the Legislature of Louisiana:10
Section 1.  R.S. 38:1794(B)(3) is hereby enacted to read as follows:11

(3) Notwithstanding any other provision of law to the contrary, the16
provisions of this Paragraph shall apply to the board of commissioners of17
Consolidated Gravity Drainage District No. 1 of Tangipahoa Parish:18
(a) The board of commissioners of the district shall, by resolution, fix a time19
and place for the holding of its regular meeting and shall hold at least two regular20
meetings in every month. Special meetings may be held at such times and places as21
specified by call of any commissioner or the secretary of the board.22
(b)(i) Members of the board of commissioners of the district may receive23
compensation of not more than five hundred dollars per month, as determined by the24 ENROLLEDHB NO. 541

board of commissioners, for performing the duties imposed upon a member by virtue1
of his appointment.2
(ii) The board of commissioners may reimburse any member for expenses3
actually incurred in the attendance of meetings or in the performance of duties on4
behalf of the district which occur outside of the district.5
(iii)  Any increase in compensation or reimbursement for expenses of any6
kind to members of the board of commissioners shall be approved by two-thirds vote7
of the membership of the board of commissioners after holding a public hearing on8
such matter. The public hearing shall be advertised in the official journal of the9
district on at least two separate occasions within a period of fifteen days preceding10
the meeting at which the public hearing is held and the vote is taken.11
(c) Except as provided in Item (b)(iii) of this Paragraph, all expenses of12
administration, salaries of officers, and other expenses shall be paid by the treasurer13
out of the funds of the district after any such expense has been approved at a meeting14
of the board of commissioners.15
(d) The provisions of Subparagraph (2)(b) of this Subsection shall not apply16
to the board of commissioners of the district.17
Section 2. This Act shall become effective on July 1, 2010; if vetoed by the governor18
and subsequently approved by the legislature, this Act shall become effective on July 1,19
2010, or on the day following such approval by the legislature, whichever is later.20
