AN ACT1
To amend and reenact R.S. 14:95.2(C)(4) and R.S. 40:1379.3(C)(10) and (N)(11), relative2
to firearms; to provide with respect to firearm-free zones; to provide relative to the3
possession of firearms by concealed handgun permit holders; to retain the prohibition4
regarding the carrying of concealed handguns at a school; to prohibit the carrying of5
concealed handguns on any school campus or school bus; to provide for exceptions6
regarding qualifications for concealed handgun permits; and to provide for related7
matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1. R.S. 14:95.2(C)(4) is hereby amended and reenacted to read as follows:10
§95.2. Carrying a firearm or dangerous weapon by a student or nonstudent on11
school property, at school-sponsored functions or firearm-free zone12

C.  The provisions of this Section shall not apply to:14

(4) The possession of a firearm occurring within one thousand feet of school16
property and entirely on private property, or entirely within a private residence, or17
in accordance with a concealed handgun permit issued pursuant to R.S. 40:1379.118
or R.S. 40:1379.3.19

Section 2. R.S. 40:1379.3(C)(10) and (N)(11) are hereby amended and reenacted to21
read as follows: 22
§1379.3. Statewide permits for concealed handguns; application procedures;23
definitions24

C.  To qualify for a concealed handgun permit, a citizen shall:26

(10) Not have been convicted of, have entered a plea of guilty or nolo1
contendere to, or not be charged under indictment or a bill of information for any2
crime of violence or any crime punishable by imprisonment for a term of one year3
or greater. A conviction, plea of guilty, or plea of nolo contendere under this4
Paragraph shall include a dismissal and conviction set-aside under the provisions of5
Code of Criminal Procedure Article 893.  However, a person who has been convicted6
of a violation of 18 U.S.C. 491(a) shall be permitted to qualify for a concealed7
handgun permit if fifteen or more years has elapsed between the date of application8
and the successful completion or service of any sentence, deferred adjudication, or9
period of probation or parole.10

N. No concealed handgun may be carried into and no concealed handgun12
permit issued pursuant to this Section shall authorize or entitle a permittee to carry13
a concealed handgun in any of the following:14

(11) Any school, "firearm-free zone" school campus, or school bus as16
defined in R.S. 14:95.6.17
