AN ACT1
To amend and reenact R.S. 48:231(B)(1), relative to the highway priority construction2
program; to provide for scheduling of public hearings; to provide for notice3
requirements; and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 48:231(B)(1) is hereby amended and reenacted to read as follows:6
ยง231. Final construction program for current fiscal year; public hearings; Joint7
Highway Priority Construction Committee; reports; review by legislature;8
restrictions on legislature9

B.(1) The Joint Highway Priority Construction Committee shall be11
comprised of the entire membership of the House and Senate transportation,12
highways and public works committees and shall include legislators representing the13
parishes within the respective highway district for the purposes of attending the14
public hearings in each district as required in Subsection A of this Section.15
Notwithstanding any unforseen circumstances, the chairman shall provide notice, via16
electronic transmission, to each member of the Joint Highway Priority Construction17
Committee and legislators representing the parishes within the respective highway18
district, fifteen calendar days prior to each public hearing in each highway district19
as required in Subsection A of this Section. Beginning in 2004, the chairman of the20
House transportation, highways and public works committee Transportation,21
Highways and Public Works Committee shall serve as chairman of the Joint22
Highway Priority Construction Committee. Thereafter, chairmanship of the Joint23
Highway Priority Construction Committee shall rotate between the chairman of the24 ENROLLEDHB NO. 585

Transportation, Highways and Public Works Committees on a two-year basis.2
