MTR VEHICLE/LICEN PLATES: Changes the qualifications and fees for the Fraternal
Order of Police license plate
AN ACT1
To amend and reenact R.S. 47:463.81, relative to special prestige license plates; to revise2
qualifications and fees for the issuance of the Fraternal Order of Police plate;  and3
to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 47:463.81 is hereby amended and reenacted to read as follows: 6
ยง463.81.  Special prestige license plates; Fraternal Order of Police7
A. The secretary of the Department of Public Safety and Corrections shall8
establish a prestige license plate for the Fraternal Order of Police when the9
department has received a minimum of one hundred applications for such plate. The10
license plate shall be issued to passenger cars, pickup trucks, vans, and recreational11
vehicles, and motorcycles.12
B. The charge for the plate shall be the standard motor vehicle license tax13
imposed by Article VII, Section 5 of the Constitution of Louisiana, and a handling14
fee of three dollars and fifty cents which shall be retained by the department to offset15
the administrative costs associated with such plate. Each applicant for the special16
prestige license plate, along with his application and any renewal thereof, shall17
submit a certificate of good standing as a member of the Fraternal Order of Police.18
C. The fee for the plate shall be twenty-five dollars which shall be assessed19
every two years in addition to the standard motor vehicle registration license fee20 HLS 10RS-1169	ENGROSSED

provided for in R.S. 47:463 and a handling fee of three dollars and fifty cents.  The1
handling fee shall be retained by the department to offset a portion of the2
administrative costs.3
D. The department shall collect the twenty-five-dollar application and4
renewal fee for each prestige license plate and forward it to the Louisiana Fraternal5
Order of Police Foundation. The monies shall be used solely for programs supported6
by the Louisiana Fraternal Order of Police Foundation.7
C. E. The secretary shall promulgate rules and regulations as are necessary8
to implement the provisions of this Section, including but not limited to the design9
and color of the plate.10

Present law provides for the Fraternal Order of Police special prestige license plate.
Provides that the plate shall be issued to passenger cars, pickup trucks, vans, and recreational
vehicles.
Proposed law adds motorcycles to the list.
Present law provides that the charge for the plate shall be the standard motor vehicle license
tax imposed by the constitution and a handling fee of $3.50 for the department.
Proposed law provides that the fee shall be $25, every two years, in addition to the standard
motor vehicle registration license fee provided for in R.S. 47:463.  Proposed law retains the
handling fee for the department.
Proposed law requires the department to forward the $25 to the La. Fraternal Order of Police
Foundation to be used solely for programs supported by the foundation.
Proposed law also requires applicants for the plate to submit a certificate of good standing
as a member of the Fraternal Order of Police.
