PETROLEUM/OIL-GAS:  Authorizes participation in sequestration of carbon dioxide
programs
AN ACT1
To enact R.S. 3:1221, relative to carbon sequestration; to authorize participation in2
greenhouse gas emission reduction programs; to provide for the state's participation;3
and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 3:1221 is hereby enacted to read as follows:6
ยง1221. Carbon sequestration; emissions reduction of carbon dioxide and other7
greenhouse gases8
A. The commissioner is authorized to take all action necessary to ensure9
Louisiana's participation, to the fullest extent practicable, regarding carbon10
sequestration or the reduction of emissions of carbon dioxide and other greenhouse11
gases from agriculture and forestry.12
B. The office of soil and water conservation of the Department of13
Agriculture and Forestry shall function as the state's agency for such participation.14
C. The provisions of this Section do not affect the authority of the Louisiana15
Department of Natural Resources or benefits, credits, or offsets derived from projects16
approved and undertaken by the Coastal Protection and Restoration Authority in the17

Abstract: Authorizes participation in programs relative to the carbon sequestration or the
reduction of emissions of carbon dioxide and other greenhouse gases from
agriculture and forestry.
Proposed law authorizes the commissioner to take necessary action to ensure the state's
participation in programs relative to carbon sequestration or the reduction of emissions of
carbon dioxide and other greenhouse gases from agriculture and forestry.  Further provides
for the office of soil and water conservation of the Dept. of Agriculture and Forestry to serve
as the state's agency for such participation.
Proposed law provides that the authority of the Dept. of Natural Resources or benefits,
credits, or offsets derived from approved projects undertaken by the CPRA in the coastal
area are not affected by the provisions of 	proposed law.
