BY REPRESENTATIVE WHITE
SCHOOLS/DISTRICTS:  Provides for transfer of certain 16th section land from EBR Parish
School System to Central Community School System and makes related changes to
geographic boundaries between the systems
AN ACT1
To amend and reenact R.S. 17:66(A)(2) and to enact R.S. 41:904, relative to certain school2
systems in East Baton Rouge Parish; to provide for the transfer of certain sixteenth3
section lands between the East Baton Rouge Parish School System and the Central4
Community School System; to provide relative to the geographic boundaries of the5
Central Community School System; and to provide for related matters.6
Notice of intention to introduce this Act has been published7
as provided by Article III, Section 13 of the Constitution of8
Louisiana.9
Be it enacted by the Legislature of Louisiana:10
Section 1.  R.S. 17:66(A)(2) is hereby amended and reenacted to read as follows:11
§66.  Central Community School Board and school system; creation; membership;12
qualifications; apportionment; election; powers, duties, and functions; system13
operation14

(2)  The geographic boundaries of the school system shall be as follows:17
Commence at a point on the Comite River at the center line of the river and18

southerly direction along the center line of the Comite River to its intersection with1
the center line of White Bayou; thence proceed in a northwesterly direction along the2
center line of White Bayou to a point due east of the intersection of Foster Road and3
Green Gate Drive; thence run due west from said point 3500 feet, more or less, along4
a line to its intersection with the center line of Foster Road; thence proceed in a5
southerly direction along the center line of Foster Road to its intersection with the6
center line of Louisiana Highway 408 (Hooper Road); thence proceed in an easterly7
direction along the center line of Louisiana Highway 408 (Hooper Road) ninety feet,8
more or less, to its intersection with an electric power transmission line on the9
western boundary of the Four Seasons Trailer Park; thence proceed in a southerly10
direction along the electric power transmission line and its extension to its11
intersection with the center line of Cypress Bayou; thence proceed in a southeasterly12
direction along the center line of Cypress Bayou to its intersection with the center13
line of the Comite River; thence proceed in a southeasterly direction along the center14
line of the Comite River to its confluence with the center line of the Amite River;15
thence proceed in a northerly direction along the center line of the meanders of the16
Amite River to its confluence with the center line of Sandy Creek; thence proceed17
in a northerly direction along the center line of Sandy Creek to its intersection with18
the center line of Louisiana Highway 37 (Greenwell Springs Road); thence proceed19
in a southwesterly direction along the center line of Louisiana Highway 3720
(Greenwell Springs Road) to its intersection with the center line of Louisiana21
Highway 409 (Liberty Road); thence proceed in a northerly direction along the22
center line of Louisiana Highway 409 (Liberty Road) to its intersection with the23
center line of Louisiana Highway 64 (Greenwell Springs-Port Hudson Road); thence24
continue north along the center line of Louisiana Highway 409 (Liberty Road) a25
distance of 1000 feet to a point; thence proceed from said point northwesterly along26
a line 1000 feet north of and parallel to Louisiana Highway 64 (Greenwell Springs-27
Port Hudson Road) to its intersection with the center line of Saunders Bayou; thence28

center line of Louisiana Highway 64 (Greenwell Springs-Port Hudson Road); thence1
proceed in a westerly direction along the center line of Louisiana Highway 64 to its2
intersection with the center line of the Comite River, the point of beginning.  The3
school system shall also include the sixteenth section land, Township 5 South, Range4
2 East, north of Louisiana Highway 64, in East Baton Rouge Parish, commonly5
known as "Indian Mound Tract".6

Section 2.  R.S. 41:904 is hereby enacted to read as follows: 8
§904. East Baton Rouge Parish School Board; Central Community School Board;9
transfer of certain sixteenth section lands10
A. The East Baton Rouge Parish School Board shall transfer to the Central11
Community School Board all ownership rights, including but not limited to mineral12
rights, operation, management, and control of its portion of sixteenth section land,13
Township 5 South, Range 2 East, located off of Louisiana Highway 64, commonly14
referred to as the "Indian Mound Tract".15
B. The East Baton Rouge Parish School Board  and the Central Community16
School Board, on behalf of the state of Louisiana, shall enter into such agreements,17
covenants, conditions, and stipulations and to execute such documents as are18
necessary to properly effectuate the delivery of complete title, including mineral19
rights, to the property described in Subsection A of this Section, and as more20
specifically described in any such agreements entered into and documents executed21
by and between the school boards, in exchange for payment of consideration22
proportionate to the appraised value of the property in accordance with Article VII,23
Section 14 of the Constitution of Louisiana.24 HLS 10RS-868	ORIGINAL

Abstract: Provides for the transfer of certain 16th section land from EBR Parish School
System to Central Community School System and provides for related geographical
boundary changes.
Present law establishes a separate school system for the Central community in East Baton
Rouge Parish.  Proposed law provides that the East Baton Rouge Parish School Board shall
transfer to the Central Community School Board all ownership rights (including mineral
rights), operation, management, and control of the 16th section land known as the "Indian
Mound Tract". Further authorizes the school boards to enter into agreements, covenants,
conditions, and stipulations and to execute documents necessary to properly effectuate the
delivery of complete title to such property.
