Regular Session, 2010 HOUSE BILL NO. 81 BY REPRESENTATIVE SAM JONES WILDLIFE & FISHERIES DEP: Adds membership to the Lake Fausse Point and Grand Avoille Cove Advisory Board and provides for their jurisdiction over Lake Dautrieve AN ACT1 To amend and reenact R.S. 56:796(A) and (B)(1), relative to the Lake Fausse Point and2 Grand Avoille Cove Advisory Board; to provide relative to membership of the board;3 to provide with respect to jurisdiction over Lake Dautrieve; and to provide for related4 matters.5 Be it enacted by the Legislature of Louisiana:6 Section 1. R.S. 56:796(A) and (B)(1) are hereby amended and reenacted to read as7 follows: 8 ยง796. Lake Fausse Point, Lake Dautrieve, and Grand Avoille Cove Advisory Board9 A. The Lake Fausse Point, Lake Dautrieve, and Grand Avoille Cove10 Advisory Board, hereafter in this Section referred to as the board, is hereby created11 to advise the secretary on matters pertaining to the preservation of the Lake Fausse12 Point, Lake Dautrieve, and Grand Avoille Cove area and to the development of13 recreational opportunities in the area.14 B.(1) The commission is comprised as follows:15 (a) The member of the Louisiana House of Representatives representing16 House District Number 49 or his designee.17 (b) The member of the Louisiana House of Representatives representing18 House District Number 50 or his designee.19 HLS 10RS-486 ORIGINAL HB NO. 81 Page 2 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. (c) The member of the Louisiana House of Representatives representing1 House District Number 46 or his designee.2 (c) (d) The member of the Louisiana Senate representing Senate District3 Number 21 or his designee.4 (d) (e) The member of the Louisiana Senate representing Senate District5 Number 22 or his designee.6 (e) (f) Two members of the Chitimacha Tribe appointed by the governing7 authority of the tribe.8 (f) (g) One member appointed by the mayor of Baldwin subject to9 confirmation by the governing authority of Baldwin.10 (g) (h) One member appointed by the mayor of Jeanerette subject to11 confirmation by the governing authority of Jeanerette.12 (h) (i) The member of the St. Mary Parish governing authority representing13 Council District Number 1 or his designee.14 (i) (j) The member of the Iberia Parish governing authority representing15 Council District Number 11 or his designee.16 (k) The member of the St. Martin Parish governing authority representing17 Council District Number 1 or his designee.18 (j) (l) The Eagle Point Park Committee shall appoint two of its members to19 serve on the board.20 (k) (m) The members of the Legislature of Louisiana referenced in21 Subparagraphs (a) through (d) (e) of this Paragraph shall collectively appoint one22 licensed commercial fisherman.23 (l) (n) The members of the Legislature of Louisiana referenced in24 Subparagraphs (a) through (d) (e) of this Subsection shall appoint one member from25 a list of three nominations submitted by the local chapter of Ducks Unlimited.26 (m) (o) The governing authority of the St. Mary Parish Consolidated Water27 and Sewer District of Charenton shall appoint one of its members to serve on the28 board.29 HLS 10RS-486 ORIGINAL HB NO. 81 Page 3 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. (n) (p) The lieutenant governor, the secretary of the Department of Wildlife1 and Fisheries, and the secretary of the Department of Natural Resources may each2 designate an individual to serve as a nonvoting member of the board.3 (q) The parish presidents for Iberia Parish, St. Martin Parish, and St. Mary4 Parish, shall serve as ex officio nonvoting members of the board or may designate5 a person to serve in their stead.6 * * *7 DIGEST The digest printed below was prepared by House Legislative Services. Present law creates the Lake Fausse Point and Grand Avoille Cove Advisory Board to advise the secretary of the Dept. of Wildlife and Fisheries on matters related to the proper management of Lake Fausse Point and Grand Avoille Cove. Proposed law includes Lake Dautrieve under the jurisdiction of the board and adds new members to the board as follows: (1)The member of the House of Representatives representing District 46 or his designee. (2)The member of the St. Martin Parish governing authority representing Council District 1 or his designee. (3)The parish presidents for Iberia Parish, St. Martin Parish, and St. Mary Parish shall serve as ex officio nonvoting members. Authorizes the parish presidents to designate a person to serve in their stead. (Amends R.S. 56:796(A) and (B)(1))
