COASTAL RES/COASTAL ZONE: Requires restoration of canals authorizes by a coastal
permit
AN ACT1
To enact R.S. 49:214.30(C)(10), relative to coastal use permits; to provide for certain2
permitted activities in the coastal zone; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1.  R.S. 49:214.30(C)(10) is hereby enacted to read as follows:5

C. The rules promulgated pursuant to this Section shall, among other things,8
provide that:9

(10) New permits issued for excavating or dredging a new or existing canal11
to access a drilling site for the exploration of oil or gas shall require the permitee to12
restore the canal at a minimum to its original condition with either original or13
comparable material.14

Abstract: Requires canals created to access drilling sites to be restored to their original
condition.
Present law prohibits use of a state or local concern in the coastal zone without receiving a
coastal use permit and authorizes the secretary of the Dept. of Natural Resources to
promulgate rules and regulations on the issuance of such permits.
Proposed law provides that such rules and regulations shall provide that new permits issued
for excavating or dredging a new or existing canal to access a drilling site for the exploration
of oil or gas shall require the permitee to restore the canal to its original condition with either
original or comparable material.
