COASTAL RES/COASTAL ZONE: Provides for standards and specifications new
pipelines laid in the coastal zone
AN ACT1
To amend and reenact R.S. 49:214.3.1(B)(2)(d), relative to coastal use permits; to provide2
for the functions and responsibilities of the executive assistant to the governor for3
coastal activities; to provide for the authority to review and modify coastal use4
permits; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 49:214.3.1(B)(2)(d) is hereby amended and reenacted to read as7
follows:8

(2) The governor, through the executive assistant, may, in an effort to13
advance the plan or purposes of this Part, within any department, agency, board, or14
commission:15

(d) Review and modify proposed coastal use permits prior to issuance to the17
extent that such permits would authorize activities which significantly affect18
integrated coastal protection projects or which significantly diminish the benefits of19

issuance of permits for public or private integrated coastal protection projects or1
plans. Such review of coastal use permits authorizing the laying of any new2
pipelines shall ensure the pipeline will be constructed as to withstand the weight and3
stress of any federally authorized one-hundred-year level protection levee greater4
than twenty-five feet mean sea level.5

Abstract: Provides for the review or modification of coastal use permits authorizing laying
of new pipelines.
Present law authorizes the governor, through the executive assistant for coastal activities to
review and modify proposed coastal use permits prior to issuance to the extent that such
permits would authorize activities which significantly affect or diminish the benefits
integrated coastal protection.
Proposed law provides such review of coastal use permits authorizing the laying of any new
pipelines shall ensure the pipeline will be constructed as to withstand the weight and stress
of any federally authorized one-hundred-year level protection levee greater than twenty-five
feet mean sea level.
