St. Germain	HB No. 884
Abstract: Authorizes the issuance of a restricted hunter education certificate for
developmentally disabled hunters.
Present law prohibits any person from hunting without either completing a firearm and
hunter education course taught or approved by Dept. of Wildlife and Fisheries or possessing
a valid hunting license. Excepts from this prohibition a person under 16 who is hunting
under the direct supervision of a person who is at least 18 and who has a valid hunting
license or who has passed the hunter safety education course.
Present law defines "direct supervision" to mean the person being supervised is within a
normal audible voice proximity and in the direct line of sight of the supervising adult at all
times while hunting.
Proposed law retains present law and authorizes the issuance of a restricted hunter education
certificate to a developmentally disabled person who is unable to successfully complete a
hunter safety course. Such permit allows a person to hunt if he is accompanied by and is
under the direct supervision of a person who is 18 years of age or older and has a valid
hunting license or proof of successful completion of a hunter safety education course.
Proposed law requires documentation of the developmental disability prior to the issuance
of a restricted hunter education certificate.
