AN ACT1
To amend and reenact R.S. 56:699.5, relative to hunter education; to provide for exceptions2
to the requirement for hunter education; and to provide for related matters.3
Be it enacted by the Legislature of Louisiana:4
Section 1.  R.S. 56:699.5 is hereby amended and reenacted to read as follows:5
ยง699.5.  Firearm and hunter education requirement6
A. No person shall hunt with a firearm unless that person has first been7
issued a certificate of satisfactory completion of a firearm and hunter education8
course taught or approved by the department, or possesses a valid hunting license9
issued by the department.  However, a person under sixteen years of age may hunt10
without such certificate if he is accompanied by and is under the direct supervision11
of a person who is eighteen years of age or older and has a valid hunting license or12
proof of successful completion of a hunter safety education course approved by the13
department.14
B. A person who is developmentally disabled and unable to successfully15
complete a hunter safety course may be issued a restricted hunter education16
certificate that permits him to hunt, if he is accompanied by and is under the direct17
supervision of a person who is eighteen years of age or older and has a valid hunting18
license or proof of successful completion of a hunter safety education course19
approved by the department.  Documentation of the developmental disability from20
a licensed medical doctor shall be presented prior to the issuance of a restricted21

C. For the purposes of this Subsection Section, "direct supervision" means1
that the person being supervised shall be within a normal audible voice proximity2
and in direct line of sight of the supervising adult at all times while hunting.3
B. D. The commission may adopt rules to implement the provisions of this4
Section, including rules to define the circumstances that constitute a person being5
accompanied by and under the direct supervision of another.6
