HOUSE BILL NO. 921
BY REPRESENTATIVE CORTEZ
PUBLIC LANDS/STATE: Authorizes the transfer of certain state property from DOTD to
the city of Youngsville
AN ACT1
To authorize and provide for the transfer of certain state property, located in Lafayette2
Parish, from the Department of Transportation and Development to the city of3
Youngsville and to provide for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1. The secretary of the Department of Transportation and Development and6
the commissioner of the division of administration, notwithstanding any provision of law to7
the contrary, is hereby authorized and empowered to convey, transfer, assign, lease, and8
deliver any interest, excluding mineral rights, the state may have to the following described9
property to the city of Youngsville:10
One (1) certain tract or parcel of land, together with all the improvements situated11
thereon, and all of the rights, ways, privileges, servitudes and advantages thereunto12
belonging or in anywise appertaining, situated in Section 8 Township 11 South,13
Range 5 East, Southwestern Land District, Lafayette, Parish, Louisiana, identified14
as PARCEL NO. 10-07 as shown on Sheet No. 1 of the property may for the STATE15
PROJECT NO 0213-06-0008, REALIGNMENT OF LA 92 IN YOUNGSVILLE,16
LAFAYETTE PARISH, LOUISIANA, prepared by I.Weston Matte,, Professional17
Land Surveyor, dated September 25, 2007, said map being attached hereto and made18
a part hereof, which property is more particularly described as follows:19
PARCEL NO. 01-0720
From a point on the centerline of State Project No. 213-06-0008, at Station 3+59.41,21
which is the point of beginning, proceed N01°44'22"W a distance of 86.07 feet to a22
point and corner; thence proceed S87°43'37"E a distance of 22.97 feet to a point and23
corner; thence proceed S44°41'44"E a distance of 21.59 feet to a point and corner;24
thence proceed S89°37'43"E a distance of 442.61 feet to a point and corner; thence25
proceed S05°09'07"W a distance of 90.42 feet to a point and corner; thence proceed26
S88°43'18"W a distance of 469.10 feet to a point and corner; thence proceed27

comprises Parcel 1-7 as shown on Sheet 1 of the Right of Way Plants of State Project1
No.213-06-0008, and contains an area of 1.067 acres.2
Being a portion of the same property acquired by venders through that certain3
Supplemental Judgement of Possession with Continued Limited Administration4
recorded February 5, 2003 Entry 03-006094.5
Section 2. The secretary of the Department of Transportation and Development and6
the commissioner of the division of administration, on behalf of the state of Louisiana, are7
hereby authorized to enter into such agreements, covenants, conditions, and stipulations and8
to execute such documents as are necessary to properly effectuate any conveyance, transfer,9
assignment, lease, or delivery of title, excluding mineral rights, to the property described in10
Section 1 herein, and as more specifically described in any such agreements entered into and11
documents executed by and between the secretary of the Department of Transportation and12
Development, commissioner of the division of administration and mayor of the city of13
Youngsville, in exchange of consideration proportionate to the appraised value of the14
property.15
Section 3. This Act shall become effective upon signature by the governor or, if not16
signed by the governor, upon expiration of the time for bills to become law without signature17
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If18
this Act is vetoed by the governor and subsequently approved by the legislature, this Act19
shall become effective on the day following such approval.20
