MTR VEHICLE/LICEN PLATES:  Creates the "State Employee Retired" license plate
AN ACT1
To enact R.S. 47:463.141, relative to motor vehicle special prestige license plates; to provide2
for the creation and issuance of such plates; to provide for the design of such plates;3
to provide relative to the fee and application of the fee for such plates; to authorize4
the promulgation of rules and regulations; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 47:463.141 hereby enacted to read as follows:7
`ยง463.141.  Special prestige license plate; "State Employee Retired"8
A. The secretary of the Department of Public Safety and Corrections shall9
establish a special prestige motor vehicle license plate to be known as the "State10
Employee Retired" plate, provided there is a minimum of one thousand applicants11
for such plates. These license plates shall be restricted to use on passenger cars,12
pickup trucks, recreational vehicles, and vans.13
B. The special prestige license plate shall be known as the "State Employee14
Retired" license plate and shall bear the likeness of the shape of the state of15
Louisiana centered on the left side of the license plate and shall display the state seal16
centered inside of the outline of the state shape. The words "State Employee Retired"17
shall be centered under the "Louisiana" name logo at the top of the plate. The center18
of the plate shall display a number, with the first issued plate displaying the number19

bottom of the plate below the number shall be the words "Louisiana State Employees1
Retirement System".2
C. The prestige license plate shall be issued, upon application, to any citizen3
of Louisiana who can provide proof that the applicant is a member of the Louisiana4
State Employees Retirement System and who is receiving retirement benefits5
payments.6
D. The department shall collect the following fees for this license plate:7
(1) An initial fee of twenty-five dollars, which shall be disbursed in8
accordance with Subsection E of this Section.9
(2) A handling fee of three dollars and fifty cents to be retained by the10
department to offset a portion of administrative costs.11
(3) A renewal fee, which shall be the same as the fee for renewing a regular12
motor vehicle license plate.13
E. The monies received from the additional twenty-five dollar fee shall be14
annually disbursed to the Louisiana State Employees Retirement System and used15
solely for the purpose of paying down a portion of the state's unfunded liability16
obligation.17
F.  The secretary shall adopt rules and regulations as are necessary to18
implement the provisions of this Section.19

Abstract: Creates the special prestige license plate to be known as "State Employee

license plate. 
Proposed law requires the secretary for DPS&C to issue special prestige license plates for
members of the La. State Employees Retirement System. The license plate shall be known
as the "State Employee Retired" license plate. 
Proposed law provides that the prestige license plate shall be issued, upon application, to any
citizen of La. who can provide proof that the applicant is a member of the La. State

Proposed law provides for the design of the La. State Employee Retired license plate. The
plate shall bear the likeness of the shape of the state of La. centered on the left side of the
license plate and shall display the state seal centered inside of the outline of the state shape
and the words "State Employee Retired" shall be centered under the "Louisiana" name logo
at the top of the plate. The center of the plate shall be display a number, with the first issued
plate displaying number one and shall continue in consecutive numerical order for each
plate. Centered at the bottom of the plate below the number shall be the words "Louisiana
State Employees Retirement System".
Proposed law provides an initial fee of twenty-five dollars, which shall be disbursed in
accordance with proposed law, in addition to the regular motor vehicle license fee provided
in R.S. 47:463(A)(3). A handling fee of $3.50  to be retained by the department to offset a
portion of administrative costs. A renewal fee which shall be the same as the fee for
renewing a regular motor vehicle license plate.
Proposed law provides that the secretary shall adopt rules and regulations to implement the
provisions provided in proposed law.
