JOINT RULES: Provides relative to the application of the rule requiring a nongovernmental
entity funding request form
A CONCURRENT RESOLUTI ON1
To amend and readopt Joint Rule No. 17(F) of the Joint Rules of the Senate and House of2
Representatives to provide for certain definitions and for the applicability of the3
requirement of the nongovernmental entity funding request form.4
BE IT RESOLVED by the Legislature of Louisiana that Joint Rule No. 17(F) of the5
Joint Rules of the Senate and House of Representatives is hereby amended and readopted6
to read as follows:7
Joint Rule No. 17.  Nongovernmental Entity Funding Request Form8

F.(1)(a) The term "immediate family" as used in this Rule shall have the10
same meaning as provided in R.S. 42:1102.11
(b) The term "appointed state official" as used in this Rule shall have the12
same meaning as provided in R.S. 42:1114.3.13
(2) The term "nongovernmental entity"  shall not include voluntary councils14
on aging, public community water systems, and volunteer fire departments, and15
voluntary councils on aging, public community water systems, and volunteer fire16
departments shall be exempt from the requirements of this Joint Rule.17

Abstract: Provides that voluntary councils on aging, public community water systems, and
volunteer fire departments are not "nongovernmental entities" and are exempt from
the nongovernmental entity funding request form requirements. 
Present Joint Rule requires any nongovernmental entity which is neither a budget unit nor
a political subdivision of the state that is requesting funding from the state through the
capital outlay bill or any appropriation bill to transmit certain information relative to such
proposed funding to the House Appropriations Committee and Ways and Means Committee
and the Senate Finance Committee and Revenue and Fiscal Affairs Committee in a form and
manner prescribed jointly by the committees. Requires submission of such information by
Nov. 1st, but provides that requests submitted after November first maybe included if the
late submission is approved by the Joint Legislative Committee on the Budget or the Joint
Legislative Committee on Capital Outlay prior to the last day for introduction of a matter
intended to have the effect of law. After the bill introduction deadline, authorization for late
submission shall be as provided by each house of the legislature by rule. Requires a
completed "Nongovernmental Entity Funding Request Form" to be submitted for each such
entity for which funding is provided in accordance with the rules of the respective house and
provides for the minimum requirements for the information to be included on the form.
Present Joint Rule specifically excludes from these requirements appropriations for the
payment of money judgments against the state.
Proposed Joint Rule provides that the term "nongovernmental entity" shall not include
voluntary councils on aging, public community water systems, and volunteer fire
departments and that voluntary councils on aging, public community water systems, and
volunteer fire departments shall be exempt from the requirements of present Joint Rule.
