Green Jobs Workforce Advisory Council A CONCURRENT RESOLUTI ON1 To create an advisory council to study and make recommendations to certain standing2 legislative committees on policies that promote green and blue (water and clean air-3 related) job growth in Louisiana.4 WHEREAS, Louisiana has a diverse environment with abundant natural resources5 that make it an ideal location for environmentally sustainable jobs; and6 WHEREAS, major industry advances in energy generation, energy conservation,7 energy storage and sustainable manufacturing would be highly beneficial for the residents8 of Louisiana; and 9 WHEREAS, public sentiment, government policy, private industry, and investment10 capital, nationally and internationally, are increasingly focused on innovative and11 environmentally sustainable practices; and12 WHEREAS, there is potential to create numerous well-paying jobs for engineers,13 inspectors, policymakers, administrative staff, computer support staff, construction, repair,14 and maintenance labor; and15 WHEREAS, there is substantial green and blue job growth potential in the following16 sectors:17 (1) Renewable energy.18 (2) Energy efficiency.19 (3) Greenhouse gas reduction.20 (4) Pollution reduction and cleanup.21 HLS 10RS-1111 ORIGINAL HCR NO. 122 Page 2 of 4 (5) Recycling and waste reduction.1 (6) Agriculture, natural resource conservation, and coastal restoration.2 (7) Education, compliance, public awareness and training supporting3 categories one through six.4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby5 create an advisory council to be comprised of the following members:6 (1) The secretary of the Department of Economic Development or his7 designee 8 (2) The secretary of the Department of Environmental Quality or his9 designee.10 (3) The secretary of the Department of Natural Resources or his designee.11 (4) The secretary of the Department of Transportation and Development or12 his designee.13 (5) The executive director of the Louisiana Workforce Commission or his14 designee.15 (6) The president of the Louisiana Board of Regents or his designee.16 (7) The president of the Louisiana Community and Technical College17 System or his designee.18 (8) A representative of the AFL-CIO.19 (9) A representative of Entergy Corporation.20 (10) A representative of Global Green.21 (11) A representative of the Louisiana Home Builders Association.22 (12) A representative of the Louisiana Oil and Gas Association.23 (13) A representative of Louisiana Green Corps.24 (14) A representative of the Louisiana Pulp and Paper Association.25 (15) A representative of the Louisiana Sierra Club.26 (16) A representative of the Alliance for Affordable Energy.27 BE IT FURTHER RESOLVED that members of the council shall serve without28 compensation.29 HLS 10RS-1111 ORIGINAL HCR NO. 122 Page 3 of 4 BE IT FURTHER RESOLVED that the council shall develop and consider measures1 that state and local government may take to encourage the advancement of environmentally2 sustainable jobs.3 BE IT FURTHER RESOLVED that the council shall formalize and organize4 interested parties throughout the state to prepare the state to compete for environmentally5 sustainable jobs.6 BE IT FURTHER RESOLVED that the Legislature of Louisiana requests the council7 shall meet once monthly beginning no later than September 30, 2010, and submit two reports8 to the Joint Legislative Committee on the Budget, the House Committee on Natural9 Resources and Environment, the Senate Committee on Environmental Quality, the House10 Committee on Labor and Industrial Relations, and the Senate Committee on Labor and11 Industrial Relations.12 BE IT FURTHER RESOLVED that the first report shall include specific, actionable13 recommendations for policies, programs, and funding resources to spur green and blue job14 growth and shall be submitted prior to the convening of the 2011 Regular Session.15 BE IT FURTHER RESOLVED that the second report shall inform the legislature of16 progress made on the specific recommendations of the first report, challenges, and17 recommended actions of the legislature to increase green and blue job opportunities and be18 submitted prior to the convening of the 2012 Regular Session.19 DIGEST The digest printed below was prepared by House Legislative Services.
