ENROLLED Page 1 of 2 Regular Session, 2010 HOUSE CONCURRENT RESOLUTI ON NO. 124 BY REPRESENTATIVE ARMES A CONCURRENT RESOLUTI ON To urge and request the Sabine River Authority and the Department of Wildlife and Fisheries to work with their Texas counterparts to develop consistent fishing regulations applicable throughout the Toledo Bend Reservoir. WHEREAS, the states of Louisiana and Texas, through the Sabine River Compact, share access to and authority over the Sabine River and Toledo Bend Reservoir; and WHEREAS, through the years, differing fish management regimes have been developed by the two states, including different size and creel limits, which can make fishing on Toledo Bend confusing for the angler and the laws difficult to enforce; and WHEREAS, since Toledo Bend is one body of water with no distinctions between the two states' geographical areas, it would seem to make sense that the fish management regime should be the same across the entire body of water rather than differing between the two states; and WHEREAS, the Sabine River Authority is Louisiana's representative in the Sabine River Compact and has the relationship with the Texas Sabine River Compact representatives to enable discussion of consistent fishing regulations; and WHEREAS, it is the responsibility of the Department of Wildlife and Fisheries to manage fisheries for the state of Louisiana and to enforce the regulations and laws applicable to Toledo Bend Reservoir. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Sabine River Authority and the Department of Wildlife and Fisheries to work with their Texas counterparts to develop consistent fishing regulations applicable throughout the Toledo Bend Reservoir.
