MTR VEHICLE/SEAT BELTS:  Urges and requests a study to be conducted to determine
best way to encourage compliance with seat belt requirements
A CONCURRENT RESOLUTI ON1
To urge and request the Louisiana Highway Safety Commission to conduct a study to2
determine the best way to encourage compliance with seat belt requirements.3
WHEREAS, R.S. 32.295.1 provides that any person who violates this provision of4
law shall be subject to penalties; and5
WHEREAS, safety belts are the single most effective way to reduce fatal injury from6
motor vehicle crashes and have saved hundreds of thousands of lives over the past three7
decades; and8
WHEREAS, while seatbelt laws increase seatbelt usage, their effectiveness varies9
by type of enforcement.10
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby11
urge and request the Louisiana Highway Safety Commission to conduct a study to determine12
the best way to encourage compliance with seat belt requirements.13
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the14
