GERMAIN, STIAES, AND THIERRY AND SENATORS BROOME, CHEEK, DORSEY, DUPLESSIS, JACKSON, MOUNT, PETERSON, AND QUINN A CONCURRENT RESOLUTI ON To commend Laura F. Lindsay, Ph.D., upon her receipt of a 2010 Women of Excellence Award from the Louisiana Legislative Women's Caucus Foundation. WHEREAS, it is appropriate to commend Laura F. Lindsay, Ph.D., upon her receipt of a 2010 Women of Excellence Award from the Louisiana Legislative Women's Caucus Foundation and to recognize her vital contributions to the citizens of Louisiana as an active and dedicated community servant; and WHEREAS, Dr. Lindsay moved from Washington State to Louisiana in 1963 when the Boeing Company transferred her father to New Orleans; and WHEREAS, Dr. Lindsay graduated from Louisiana State University with a bachelor's degree in English followed by a master's degree in radio and television and a doctorate in speech communication with a minor in management; and WHEREAS, Dr. Lindsay left Louisiana in 1970 and traveled to Mississippi, Tennessee, and Texas, where she taught at community colleges and state universities, designed core curricula, and conducted training programs for the public and private sectors; and WHEREAS, returning to LSU in 1979, Dr. Lindsay served in a variety of positions, retired in 2009 as professor emerita from the College of Mass Communications, and since then, has continued to spearhead university projects and engage in community activities; and WHEREAS, as dean of the LSU Junior Division, Dr. Lindsay managed the advising and orientation programs for more than ten thousand freshmen and sophomores during the university's implementation of admission requirements and the redesign of the general education curriculum; and ENROLLEDHCR NO. 135 Page 2 of 4 WHEREAS, while serving as associate vice chancellor and vice provost for academic affairs, Dr. Lindsay supervised programs and services to enhance the quality and effectiveness of undergraduate education, and she worked with faculty to design and apply the internal program review process for two hundred six graduate and undergraduate degrees; and WHEREAS, among the academic areas reporting to Dr. Lindsay were admissions, records and registration, student aid and scholarships, the academic center for athletes, academic programs abroad, instructional support and development, and program review; and WHEREAS, Dr. Lindsay was the lead person in creating an interactive telecommunication link among five LSU System campuses for the electronic delivery of educational programming, and she was honored by the Louisiana Board of Regents Council as the founding chair of the Regents' Electronic Learning Committee; and WHEREAS, in 2002, Chancellor Mark Emmert asked Dr. Lindsay to take on the responsibilities of interim chief academic officer for LSU and to assist with the design and implementation of the Flagship Agenda 2010; and WHEREAS, Dr. Lindsay worked with deans, department chairs, faculty, staff, and students to develop the university's strategic goals and present them to the appropriate boards for approval; and WHEREAS, when she left this position to return to the faculty, Dr. Lindsay continued as executive assistant to the chancellor and was responsible for LSU's programming and operations at the Shaw Center for the Arts, serving as interim director of the LSU Museum of Art; and WHEREAS, Dr. Lindsay also served as a commissioner and member of the Executive Committee for the South Association of Colleges and Schools Commission on Colleges, and she was elected by the commission to be its representative on the Southern Association of Colleges and Schools board of trustees and became the board's president in 2005; and WHEREAS, Dr. Lindsay has been invited to speak on the topic of higher education planning and accreditation to a variety of groups and was a member of the Commission on Human Resources and Social Change, the National Association of State Universities and ENROLLEDHCR NO. 135 Page 3 of 4 Land-Grant Colleges, and the executive committee of the Southern Regional Council of the College Board; and WHEREAS, Dr. Lindsay has written journal articles, book chapters, and book reviews and published the book Effective Managerial Communication with Dr. Robert Rasberry; and WHEREAS, Dr. Lindsay was awarded almost one million dollars in federal and state grants from the National Science Foundation, the Department of Commerce, and the Louisiana Endowment for the Humanities; and WHEREAS, Dr. Lindsay has received numerous awards and honors throughout her career, including the James T. Rogers Meritorious Service Award in 2005 from the Southern Association of Colleges and Schools Commission on Colleges, and LSU selected her as the recipient of the H. "Hub" Cotton Award for Faculty Excellence; and WHEREAS, Dr. Lindsay has served or is serving on the boards of the Capitol Area United Way, Shaw Center for the Arts, LSU Museum of Art, and the LSU Rural Life Museum, and she is a member of the Rotary Club of Baton Rouge; and WHEREAS, Dr. Lindsay is currently chairing the Steering Committee for the development of the LSU Rural Life Museum Visitor's Center and is the editor of The Treasure of LSU, soon to be released for the university's sesquicentennial; and WHEREAS, the Louisiana Legislative Women's Caucus Foundation created the Women of Excellence Awards to recognize and honor extraordinary women of excellence across the state for their outstanding achievements and contributions; and WHEREAS, recipients of the Women of Excellence Awards exhibit characteristics of integrity and professionalism, personify excellence in their area of specialty, and are committed to community service to better society as a whole; and WHEREAS, this year, there were seven categories for the Women of Excellence Awards: Business, Culinary Arts, Education, Law and Justice, Volunteerism and Civic Involvement, Young High School Woman of Excellence, and Young Woman of Excellence; and WHEREAS, the recipients of the 2010 Women of Excellence Awards are being recognized at the Louisiana Legislative Women's Caucus Foundation's Women of Excellence Awards Gala on Wednesday, May 19, 2010, in Baton Rouge; and ENROLLEDHCR NO. 135 Page 4 of 4 WHEREAS, Dr. Lindsay received a 2010 Women of Excellence Award in the category of Education; and WHEREAS, Laura F. Lindsay, Ph.D., merits a sincere and heartfelt measure of commendation for her dedication to excellence and her outstanding accomplishments. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Laura F. Lindsay, Ph.D., upon her receipt of a 2010 Women of Excellence Award from the Louisiana Legislative Women's Caucus Foundation, does hereby recognize and record for posterity her singular contributions to the citizens of Louisiana as an active and dedicated community servant, and does hereby extend enduring appreciation for the tremendous honor and pride that she brings to her family, friends, and community, Louisiana State University, and the state of Louisiana.
