GERMAIN, STIAES, AND THIERRY AND SENATORS BROOME, CHEEK, DORSEY, DUPLESSIS, JACKSON, MOUNT, PETERSON, AND QUINN COMMENDATIONS: Commends Andree D. Mattix upon her receipt of a 2010 Women of Excellence Award from the La. Legislative Women's Caucus Foundation A CONCURRENT RESOLUTI ON1 To commend Andree D. Mattix of New Orleans upon her receipt of a 2010 Women of2 Excellence Award from the Louisiana Legislative Women's Caucus Foundation.3 WHEREAS, it is appropriate to commend Andree D. Mattix upon her receipt of a4 2010 Women of Excellence Award from the Louisiana Legislative Women's Caucus5 Foundation and to recognize her vital contributions to the citizens of Louisiana as an active6 and dedicated community servant; and7 WHEREAS, Ms. Mattix began her career in the criminal justice system in 19928 while working as an adult probation and parole agent for the Louisiana Department of Public9 Safety and Corrections; and10 WHEREAS, in 1995, Ms. Mattix began working with the Orleans Parish Criminal11 District Court specialty court programs and was promoted to clinical supervisor in 1999; and12 WHEREAS, during her tenure with the Orleans Parish Criminal District Court, Ms.13 Mattix assisted in the design and implementation of one of Louisiana's first drug courts,14 Louisiana's first mental health court, and the Drug Court Continuing Care and Alumni15 Association programs; and16 WHEREAS, in 1998, Ms. Mattix earned a Master of Counselor Education degree17 from the University of New Orleans, and she is currently a licensed professional counselor18 and a licensed marriage and family therapist; and19 HLS 10RS-2468 ORIGINAL HCR NO. 137 Page 2 of 3 WHEREAS, Ms. Mattix was appointed as director of social services for the Orleans1 Parish District Attorney's Office in December of 2009, and in this post, she is responsible2 for the development, implementation, and supervision of the Victim/Witness Assistance3 Division, Domestic Violence Victim Advocacy, and the Adult and Juvenile Diversion4 Programs, all of which currently provide services to approximately two thousand5 individuals; and6 WHEREAS, the Victim/Witness Assistance Division is a source of great pride for7 Ms. Mattix, as the division serves as a direct and active response to the violent crime on the8 streets of New Orleans; and9 WHEREAS, in addition to assisting victims and witnesses through the criminal10 justice process, the master's level counselors and social workers are also part of the Crime11 Scene Response Team, which reports to the scene of all homicides and meets with all sexual12 assault victims at the time of reporting; and 13 WHEREAS, as part of this division, Ms. Mattix is able to meet the basic needs of14 clients while empowering and guiding them through the often long and difficult process of15 prosecution; and16 WHEREAS, Ms. Mattix, along with District Attorney Leon Cannizzaro, became an17 integral part in the moving of domestic violence cases from the municipal court to the18 criminal court, and this move allowed batterers to receive higher bonds and harsher19 sentences; and20 WHEREAS, upon her appointment, Ms. Mattix began a thorough revamping of the21 Juvenile and Adult Diversion Programs, which hold offenders accountable but also provide22 an opportunity for nonviolent offenders to avoid a criminal conviction and the long-term23 consequences of that conviction; and24 WHEREAS, Ms. Mattix is a loving wife to her husband, Keith Milano, and is a25 devoted mother to her two children, Ian Mattix and Adriana Milano; and26 WHEREAS, the Louisiana Legislative Women's Caucus Foundation created the27 Women of Excellence Awards to recognize and honor extraordinary women of excellence28 across the state for their outstanding achievements and contributions; and29 HLS 10RS-2468 ORIGINAL HCR NO. 137 Page 3 of 3 WHEREAS, recipients of the Women of Excellence Awards exhibit characteristics1 of integrity and professionalism, personify excellence in their area of specialty, and are2 committed to community service to better society as a whole; and3 WHEREAS, this year, there were seven categories for the Women of Excellence4 Awards: Business, Culinary Arts, Education, Law and Justice, Volunteerism and Civic5 Involvement, Young High School Woman of Excellence, and Young Woman of Excellence;6 and7 WHEREAS, the recipients of the 2010 Women of Excellence Awards are being8 recognized at the Louisiana Legislative Women's Caucus Foundation's Women of9 Excellence Awards Gala on Wednesday, May 19, 2010, in Baton Rouge; and10 WHEREAS, Andree D. Mattix received a 2010 Women of Excellence Award in the11 category of Law and Justice; and12 WHEREAS, Andree D. Mattix merits a sincere and heartfelt measure of13 commendation for her dedication to excellence and her outstanding accomplishments. 14 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby15 commend Andree D. Mattix of New Orleans upon her receipt of a 2010 Women of16 Excellence Award from the Louisiana Legislative Women's Caucus Foundation, does hereby17 recognize and record for posterity her singular contributions to the citizens of Louisiana as18 an active and dedicated community servant, and does hereby extend enduring appreciation19 for the tremendous honor and pride that she brings to her family, friends, and community,20 the city of New Orleans, and the state of Louisiana.21 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted22 to Andree D.
