HOUSE CONCURRENT RESOLUTI ON NO. 164

UTILITIES: Urges and requests owners or operators of public utilities and private facilities
to participate in a utility pole reporting system
A CONCURRENT RESOLUTI ON1
To urge and request each owner or operator of a public utility or private facility, which2
maintains or uses utility poles in the state of Louisiana, to become a member of and3
participate in a statewide utility pole reporting system.4
WHEREAS, a utility pole is a pole used to support overhead power lines and various5
other public utilities and private facilities, such as cable, fiberoptic cable, and related6
equipment such as transformers and street lights; and7
WHEREAS, utility poles can be made of wood, metal, concrete, or composites like8
fiberglass; and9
WHEREAS, utility poles located in Louisiana are subjected to the potential10
damaging effect of weather including extreme rain, extreme wind, ice storms, and11
hurricanes; and12
WHEREAS, in some areas of the state, there are abandoned or damaged utility poles13
which are sometimes left standing next to new utility poles; and14
WHEREAS, public utilities and private facilities operating in Louisiana are not15
currently required to participate in a statewide utility pole reporting system; and16
WHEREAS, a statewide utility pole reporting system would allow the owners and17
operators of public utilities and private facilities to input or receive information regarding18
newly erected utility poles, problems with existing utility poles including damage to the19
pole, or the removal of service equipment from an old utility pole that is no longer used; and20 HLS 10RS-2317	ORIGINAL

WHEREAS, owners and operators of public utilities and private facilities cannot act1
to repair damaged poles or remove old poles no longer in service unless notice is received2
regarding the status of the utility pole; and  3
WHEREAS, participation in a statewide utility pole reporting system would allow4
the owners and operators of public utilities and private facilities to provide and receive5
important information regarding the utility poles that are maintained in Louisiana.6
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby7
urge and request each owner or operator of a public utility or private facility, which8
maintains or uses a utility pole in the state of Louisiana, to become a member of and9
participate in a statewide utility pole reporting system.10
BE IT FURTHER RESOLVED that a copy of this Resolution be delivered to each11
owner or operator of a public utility or private facility which maintains or uses a utility pole12
in the state of Louisiana.13
