A CONCURRENT RESOLUTI ON1 To urge and request the State Board of Elementary and Secondary Education to study issues2 relative to partnerships by local public school boards with private entities to provide3 certain ancillary services, including how cost savings derived from such partnerships4 could be used to improve instructional and technological services for students, and5 to submit a written report of findings, including any recommendations for related6 legislation, to the House Committee on Education and the Senate Committee on7 Education not later than sixty days prior to the beginning of the 2011 Regular8 Session of the Legislature. 9 WHEREAS, local public school boards spend an enormous amount of time and10 money on operating ancillary services such as cafeteria, custodial, facilities maintenance and11 management, transportation, and technology services; and12 WHEREAS, this distraction takes valuable time and funds from the core competency13 of schools, which is the education of students; and14 WHEREAS, allowing educators to focus more on this core competency and less on15 ancillary services would improve and enhance the academic performance of students; and16 WHEREAS, school boards should consider turning over operation of many of the17 functions currently under their direction to private entities to improve operational18 efficiencies; and19 HLS 10RS-4450 ORIGINAL HCR NO. 198 Page 2 of 2 WHEREAS, through partnering with the private sector for ancillary functions,1 services may be performed more efficiently and cost effectively.2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby3 urge and request the State Board of Elementary and Secondary Education to study issues4 relative to partnerships by local public school boards with private entities to provide certain5 ancillary services, including how cost savings derived from such partnerships could be used6 to improve instructional and technological services for students, and to submit a written7 report of findings, including any recommendations for related legislation, to the House8 Committee on Education and the Senate Committee on Education not later than sixty days9 prior to the beginning of the 2011 Regular Session of the Legislature.10 BE IT FURTHER RESOLVED that copies of this Resolution be transmitted to the11 president of the State Board of Elementary and Secondary Education and to the state12 superintendent of education.13 DIGEST The digest printed below was prepared by House Legislative Services.
