HOUSE CONCURRENT RESOLUTI ON NO. 199
BY REPRESENTATIVE BURRELL
RAILROADS: Urges and requests the city of Shreveport to allow for public comment
regarding closure of the railroad crossings
A CONCURRENT RESOLUTI ON1
To urge and request the city of Shreveport to postpone the closure of the railroad crossings2
in an effort to afford the citizens of Shreveport the opportunity to voice their3
concerns or submit public comment to the city of Shreveport with regard to certain4
railroad closures.5
WHEREAS, the city of Shreveport has entered into a contract with Union Pacific6
Railroad Company to close three railroad crossings at Wyngate Boulevard, Malcolm Street7
at Mansfield Road, and Church Street at Flournoy Lucas Road; and8
WHEREAS, although the city of Shreveport does not have a notification plan in its9
city policies or ordinances, it has been customary practice for the city to mail postcards or10
other forms of notification  to nearby residents when a new business may open or other11
zoning issues may affect the surrounding areas; and12
WHEREAS, the railroad crossing at Wyngate Boulevard is scheduled to close within13
thirty days; and14
WHEREAS, the city of Shreveport did not publish nor send any form of notification15
to the citizens of Shreveport or the residents in the vicinity of the railroad crossing at16
Wyngate Boulevard; and17
WHEREAS, the citizens of Shreveport or the residents in the vicinity of the railroad18
crossing did not have the opportunity to voice their concerns or submit public comment with19

WHEREAS, the citizens of Shreveport are concerned about the severe hardship that1
the closure may impose, the decrease in property value, and the difficulty of emergency2
responders getting to their destination in exigent circumstances.3
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby4
urge and request the city of Shreveport to postpone the closure of the railroad crossings in5
an effort to afford the citizens of Shreveport the opportunity to voice their concerns or6
submit public comment to the city of Shreveport with regard to the railroad closures.7
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the8
mayor of Shreveport, the president of the city council, the secretary of the Department of9
Transportation and Development, and the Public Service Commission.10
