HOUSE CONCURRENT RESOLUTI ON NO. 26

ENERGY PRODUCTION:  Memorializes congress to end the outer continental shelf
moratorium on oil and natural gas exploration and production
A CONCURRENT RESOLUTI ON1
To memorialize the United States Congress to take such actions as are necessary to end the2
outer continental shelf moratorium on oil and natural gas exploration and production3
and give coastal states the authority to determine whether offshore drilling should4
be permitted along their coasts.5
WHEREAS, all Americans are suffering from record high energy prices; and6
WHEREAS, a federal legislative moratorium prohibits oil and natural gas drilling,7
exploration, and production on the outer continental shelf (OCS); and8
WHEREAS, coastal states should have the right to determine on their own whether9
such drilling, exploration, and production should be permitted along their coasts; and10
WHEREAS, according to the United States Department of Interior, there are an11
estimated eighty-six billion barrels worth of oil and four hundred twenty trillion cubic feet12
of natural gas on the OCS; and13
WHEREAS, congress should eliminate policies, such as the OCS moratorium, which14
artificially limit oil and natural gas supply and thereby increases energy prices; and15
WHEREAS, lower energy costs and more reliable energy markets in the United16
States would promote economic growth and prosperity; and17
WHEREAS, coastal states would share in significant revenue from OCS leases; and18
WHEREAS, offshore oil drilling would lead to significant job growth for coastal19

WHEREAS, the United States Department of Energy has stated "advanced, more1
energy efficient drilling production methods practically eliminate spills from offshore2
platforms".3
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby4
memorialize the United States Congress to take such actions as are necessary to end the5
outer continental shelf moratorium on oil and natural gas exploration and production and6
give coastal states the authority to determine whether offshore drilling should be permitted7
along their coasts.8
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the9
presiding officers of the Senate and the House of Representatives of the Congress of the10
United States of America and to each member of the Louisiana congressional delegation.11
