Professional Engineering and Land Surveying Board to suspend charging fees from professional engineers and professional land surveyors who have been classified as retired A CONCURRENT RESOLUTI ON1 To urge and request the Louisiana Professional Engineering and Land Surveying Board to2 suspend charging fees from professional engineers and professional land surveyors3 who have been classified as retired.4 WHEREAS, professional engineers and professional land surveyors have been held5 in high esteem for their long and storied history of professionalism; and6 WHEREAS, professional engineers and professional land surveyors must meet7 demanding educational requirements, obtain sufficient work experience, pass a series of8 examinations, and have recommendations submitted by other professionals before a license9 is issued; and10 WHEREAS, after obtaining a license to perform work as a professional engineer or11 professional land surveyor, these professionals must continue to adhere to the high12 professional standards to maintain their status as an active professional as well as complete13 fifteen hours of continuing professional development; and14 WHEREAS, the Louisiana Professional Engineering and Land Surveying Board was15 created by the state of Louisiana to have oversight over professional engineers and16 professional land surveyors in order to help ensure that these professionals maintain their17 high level of superior work and professionalism; and18 WHEREAS, the board is charged with the responsibility of enforcing the laws passed19 by the legislature; and20 HLS 10RS-5560 ORIGINAL HCR NO. 263 Page 2 of 3 WHEREAS, in order for the board to maintain its efficiency by which it oversees1 professional engineers and professional land surveyors, certain licensing fees are charged;2 and3 WHEREAS, fees are charged for the application process for a license, renewal of a4 license, late renewal of a license, and re-issuance or reinstatement of a license; and5 WHEREAS, the board, by rule or regulation, may establish classifications of6 licensure, including but not limited to active, expired, inactive, and retired classifications;7 and8 WHEREAS, currently, the board is charging fees from professional engineers and9 professional land surveyors who have been classified as retired; and10 WHEREAS, if a professional engineer or professional land surveyor fails to pay the11 required fee, his licensure status changes from retired to expired; and12 WHEREAS, a majority of professional engineers and professional land surveyors13 classified as retired are living on a fixed income; and14 WHEREAS, in these tough economic times, many Louisianians, not just retired15 professionals, are struggling with their finances; and16 WHEREAS, many retired professional engineers and professional land surveyors17 have committed a lifetime to their profession; and18 WHEREAS, it would seem customary for the board to allow a professional engineer19 or professional land surveyor to retire without requiring the continuing payment of licensing20 fees.21 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby22 urge and request the Louisiana Professional Engineering and Land Surveying Board to23 suspend charging fees from professional engineers and professional land surveyors who have24 been classified as retired.25 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted26 to the Louisiana Professional Engineering and Land Surveying Board.27 HLS 10RS-5560 ORIGINAL HCR NO. 263 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
