ENROLLED Page 1 of 2 Regular Session, 2010 HOUSE CONCURRENT RESOLUTI ON NO. 263 BY REPRESENTATIVE CARMODY A CONCURRENT RESOLUTI ON To urge and request the Louisiana Professional Engineering and Land Surveying Board to suspend charging fees from professional engineers and professional land surveyors who have been classified as retired. WHEREAS, professional engineers and professional land surveyors have been held in high esteem for their long and storied history of professionalism; and WHEREAS, professional engineers and professional land surveyors must meet demanding educational requirements, obtain sufficient work experience, pass a series of examinations, and have recommendations submitted by other professionals before a license is issued; and WHEREAS, after obtaining a license to perform work as a professional engineer or professional land surveyor, these professionals must continue to adhere to the high professional standards to maintain their status as an active professional as well as complete fifteen hours of continuing professional development; and WHEREAS, the Louisiana Professional Engineering and Land Surveying Board was created by the state of Louisiana to have oversight over professional engineers and professional land surveyors in order to help ensure that these professionals maintain their high level of superior work and professionalism; and WHEREAS, the board is charged with the responsibility of enforcing the laws passed by the legislature; and WHEREAS, in order for the board to maintain its efficiency by which it oversees professional engineers and professional land surveyors, certain licensing fees are charged; and WHEREAS, fees are charged for the application process for a license, renewal of a license, late renewal of a license, and re-issuance or reinstatement of a license; and ENROLLEDHCR NO. 263 Page 2 of 2 WHEREAS, the board, by rule or regulation, may establish classifications of licensure, including but not limited to active, expired, inactive, and retired classifications; and WHEREAS, currently, the board is charging fees from professional engineers and professional land surveyors who have been classified as retired; and WHEREAS, if a professional engineer or professional land surveyor fails to pay the required fee, his licensure status changes from retired to expired; and WHEREAS, a majority of professional engineers and professional land surveyors classified as retired are living on a fixed income; and WHEREAS, in these tough economic times, many Louisianians, not just retired professionals, are struggling with their finances; and WHEREAS, many retired professional engineers and professional land surveyors have committed a lifetime to their profession; and WHEREAS, it would seem customary for the board to allow a professional engineer or professional land surveyor to retire without requiring the continuing payment of licensing fees. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Louisiana Professional Engineering and Land Surveying Board to suspend charging fees from professional engineers and professional land surveyors who have been classified as retired. BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted to the Louisiana Professional Engineering and Land Surveying Board.
