COMMENDATIONS:  Commends 2010 International Legislative Drafting Institute
participants and welcomes them to the state capitol
A CONCURRENT RESOLUTI ON1
To commend the 2010 International Legislative Drafting Institute participants and to2
welcome them to the Louisiana State Capitol.3
WHEREAS, the Public Law Center, a joint venture of the Loyola and Tulane law4
schools, launched the International Legislative Drafting Institute in 1995 in response to5
increasing global demand for training of legislative drafters; and6
WHEREAS, the Institute is a two-week summer program that responds to the7
worldwide demand on legislative drafters for new laws to support the emergence of free8
market economies and democratic forms of government and draws together diverse domestic9
and international faculty members experienced in the legislative process; and10
WHEREAS, approximately five hundred participants from more than eighty-five11
countries around the globe have graduated from the institute, and staff members of the12
Public Law Center have conducted training events in Europe, Asia, Africa, and the13
Caribbean; and14
WHEREAS, except for 2006 and 2007, each year, Institute participants have traveled15
to Baton Rouge to spend a day at the Louisiana State Capitol, where they get a firsthand look16
at representative democracy; and17
 WHEREAS, staff members of the Louisiana Legislature have a long tradition of18
assisting with the training of institute participants, both in the classroom and during their site19

WHEREAS, the 2010 class is visiting the state capitol on Wednesday, June twenty-1
third; and2
WHEREAS, the legislature recognizes the critical importance of the International3
Legislative Drafting Institute and the lessons it imparts, the tremendous achievement of the4
individual students in being selected by their home jurisdictions to participate, and the hard5
work that the institute requires of its participants, who merit a special measure of6
commendation.7
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby8
commend the 2010 International Legislative Drafting Institute participants and the9
jurisdictions they represent for their investment of time, effort, and resources in the10
improvement of their governments in general and of legislative drafting in particular and11
does hereby welcome them with great pride and honor to the Louisiana State Capitol.12
BE IT FURTHER RESOLVED that suitable copies of this Resolution be transmitted13
to the following participants: from Afghanistan, Ghulam Hassan Gran; from the Bahamas,14
Lorna Longley-Rolle; from Canada, Thomas Druyan; from Kenya, Johnson Okello; from15
Malaysia, Khamid Wan Zainol Hisham; from Micronesia, Alik Jackson; from Nigeria,16
Stephanie Elohor Onoge, Ignatius Eni Icha, Nguyilan Doom Wakombo, Maigini Muhammad17
Galadima, Hajara Amana Onoja, and Adeola Lewis-Jaiyeola; from Rwanda, Emmanuel18
Muragijimana; from Tanzania, Fortunata Mdachi, Optat J. Mrina, and Sarah K. Barahomoka;19
from Thailand, Tongthong Chandransu; from Uganda, Dorothy Kyampaire; and from the20
United States, Jennifer C. Deasy. 21
