HLS 10RS-5461 ORIGINAL Page 1 of 4 Regular Session, 2010 HOUSE CONCURRENT RESOLUTI ON NO. 273 BY REPRESENTATIVE PATRICIA SMITH HOUSING: Urges and requests the House Committee on Municipal, Parochial and Cultural Affairs and the Senate Committee on Local and Municipal Affairs to act as a joint committee to assess the need for the creation of a state housing plan and the creation of a council on transportation and housing development A CONCURRENT RESOLUTI ON1 To urge and request the House Committee on Municipal, Parochial and Cultural Affairs and2 the Senate Committee on Local and Municipal Affairs to function as a joint3 committee to assess the need for the creation of a state housing plan and the creation4 of a council on transportation and housing development for the purpose of providing5 for the coordination and integration of planning and spending by the state of6 Louisiana, the Louisiana Department of Transportation and Development, local7 governments, redevelopment authorities, and housing authorities, so that multiple8 modes of transportation and housing development might be planned and executed9 so as to provide planned, rational growth, more fully integrated and livable10 communities, and effective spending of public funds for the betterment of life for11 Louisiana citizens.12 WHEREAS, the legislature recognizes that in many municipalities and parishes there13 is a shortage of decent, safe, and sanitary residential housing available at prices or rents that14 are affordable to low and moderate income families; and 15 WHEREAS, the devastation caused by hurricanes Katrina and Rita and later by16 Gustav and Ike exacerbated the already critical shortage of available adequate and affordable17 housing; and18 WHEREAS, a council on transportation planning and housing development, with a19 state housing plan in hand, will work in partnership with parish and municipal governing20 HLS 10RS-5461 ORIGINAL HCR NO. 273 Page 2 of 4 authorities, redevelopment authorities, and housing authorities to assist in coordinating the1 targeting of federal and state housing funds to areas of greatest need; and 2 WHEREAS, a council on transportation planning and housing development, will also3 work in partnership with the Louisiana Department of Transportation and Development to4 ensure that a percentage of federal transportation funds appropriated to Louisiana be utilized5 for alternative modes of transportation, including public transit, bus rapid transit, rail, and6 bike paths; and7 WHEREAS, a council on transportation planning and housing development will have8 authority to define planning and housing regions, determine public and alternative9 transportation needs, and assist parishes and municipalities in setting criteria and guidelines10 to determine and address their local affordable housing needs and their local and regional11 transportation needs.12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby13 urge and request the House Committee on Municipal, Parochial and Cultural Affairs and the14 Senate Committee on Local and Municipal Affairs to function as a joint committee to assess15 the need for the creation of a state housing plan and the creation of a council on16 transportation and housing development for the purpose of providing for the coordination17 and integration of planning and spending by the state of Louisiana, the Louisiana18 Department of Transportation and Development, local governments, redevelopment19 authorities, and housing authorities, so that multiple modes of transportation and housing20 development might be planned and executed so as to provide planned, rational growth, more21 fully integrated and livable communities, and effective spending of public funds for the22 betterment of life for Louisiana citizens.23 BE IT FURTHER RESOLVED that the joint committee shall specifically solicit the24 input, recommendations, and advice of those who can provide relevant information and25 suggestions to the committee based upon their expertise and experience, including but not26 limited to the following:27 (1) The executive director of the office of community development or his designee.28 (2) The executive director or president of the Louisiana Housing Alliance or his29 designee.30 HLS 10RS-5461 ORIGINAL HCR NO. 273 Page 3 of 4 (3) The president or chief executive officer of the Louisiana Housing Finance1 Agency or his designee.2 (4) The secretary of the Louisiana Department of Transportation and Development3 or his designee.4 (5) The secretary of the Department of Social Services or his designee.5 (6) A representative of the division of administration, office of facility planning and6 control.7 (7) A representative of the Police Jury Association of Louisiana.8 (8) A representative of the Louisiana Municipal Association.9 (9) A representative of the Center for Planning Excellence.10 (10) A representative of each regional planning commission in the state of11 Louisiana.12 (11) Two representatives of nonprofit housing development organizations designated13 by the joint committee.14 BE IT FURTHER RESOLVED that all departments, boards, agencies, officers, and15 institutions of the state and all subdivisions thereof shall cooperate with the committee in16 providing information to assist the committee in carrying out its responsibility pursuant to17 this Resolution.18 BE IT FURTHER RESOLVED that the joint committee shall report the results of its19 study and its recommendations, including proposed legislation, to the House of20 Representatives and the Senate of the Louisiana Legislature by March 15, 2011.21 DIGEST The digest printed below was prepared by House Legislative Services.
