GERMAIN ENVIRONMENT: Memorializes congress to postpone the EPA's effort to regulate greenhouse gas emissions A CONCURRENT RESOLUTI ON1 To memorialize the United States Congress to take such actions as are necessary to postpone2 the United States Environmental Protection Agency's effort to regulate greenhouse3 gas emissions from stationary sources using existing federal Clean Air Act authority4 until congress adopts a balanced approach to address climate and energy supply5 issues without crippling the economy.6 WHEREAS, the United States Environmental Protection Agency's plan to regulate7 greenhouse gas (GHG) emissions from new cars and light trucks will trigger the same8 regulation of GHG emissions from stationary sources, like manufacturing facilities, power9 plants, hospitals, and commercial establishments; and10 WHEREAS, regulating GHG emissions from "stationary sources" under the federal11 Clean Air Act would be a great anchor on manufacturing and the economy in general; and12 WHEREAS, the pending United States Environmental Protection Agency's (EPA)13 effort would burden progress on two of the nation's top priorities, environmental14 improvement and economic recovery, by imposing onerous permitting requirements that will15 significantly delay or even eliminate investments in new energy efficient technologies; and16 WHEREAS, over four million jobs were lost in 2009, and these proposed regulations17 have the potential to cause even more job losses; and18 HLS 10RS-1674 ENGROSSED HCR NO. 34 Page 2 of 2 WHEREAS, the regulatory requirements of the federal Clean Air Act will1 overwhelm state agencies, which are not equipped to handle the estimated six million2 permitting requests anticipated; and3 WHEREAS, only the United States Congress can act to avoid the significant costs4 and burdens that will be imposed by these regulations on stationary sources, which even5 EPA admits will lead to "absurd results".6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby7 memorialize the United States Congress to take such actions as are necessary to postpone8 the United States Environmental Protection Agency's effort to regulate greenhouse gas9 emissions from stationary sources using existing federal Clean Air Act authority until10 congress adopts a balanced approach to address climate and energy supply issues without11 crippling the economy.12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the13 presiding officers of the Senate and the House of Representatives of the Congress of the14 United States of America and to each member of the Louisiana congressional delegation.15 DIGEST The digest printed below was prepared by House Legislative Services.
