HOUSE CONCURRENT RESOLUTI ON NO. 55
BY REPRESENTATIVES MORRIS, CONNICK, GEYMANN, LANDRY, LIGI,
LORUSSO, PONTI, PUGH, RICHARD, SMILEY, AND JANE SMITH
LEGISLATIVE AUDITOR: Requests the office of the legislative auditor to conduct a
performance audit on the postsecondary education system
A CONCURRENT RESOLUTI ON1
To urge and request the legislative auditor to undertake a detailed performance study of2
postsecondary education in Louisiana, and to report his findings to the Legislature3
of Louisiana prior to the convening of the 2011 Regular Session.4
WHEREAS, the legislature and other policy makers throughout state government are5
under tremendous pressure to find cost savings in the operation of state government; and6
WHEREAS, in most cases the legislature remains committed to the services it has7
provided for; consequently, cost savings must come primarily through increases in efficiency8
rather than outright elimination of programs and services; this is nowhere more true than in9
postsecondary education; and 10
WHEREAS, in order for the legislature to know where improvements in efficiency11
and effectiveness are possible and how to make related and appropriate budget adjustments,12
it must have the best possible picture of current staffing levels, hiring and compensation13
practices, employee productivity and discipline, and performance management, and all such14
information needs to be available at the budget unit level so that the legislature can15
determine supervisor-to-staff ratios; and16
WHEREAS, there is also a need to evaluate how well postsecondary education is17
meeting the goals and objectives it is intended to address, including identification of the18
goals and objectives of postsecondary education, measurement of their achievement, and19
identification of activities that are not directed toward such goals or are ineffective in20 HLS 10RS-227	ENGROSSED

achieving them, with a view toward their modification or elimination and redirection of1
resources; and 2
WHEREAS, during the 2009-2010 interim, the legislative auditor's office provided3
a tremendous amount of information that the legislature needs through its work for the4
Commission on Streamlining Government; and5
WHEREAS, the auditor's reports did not include information on postsecondary6
education, but that information is also desperately needed.7
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby8
urge and request the legislative auditor to undertake a detailed study of the performance of9
postsecondary education in Louisiana, which study should provide a performance evaluation10
of how well goals and objectives of postsecondary education are being met, and also an11
economy and efficiency study, including but not limited to an examination of staffing levels,12
hiring and compensation practices, employee productivity and discipline, and performance13
management and should examine all of these factors at the budget unit level.14
BE IT FURTHER RESOLVED that the legislative auditor is requested to compile15
his findings in a report or reports and to submit the report or reports to the legislature prior16
to the convening of the 2011 Regular Session.17
