Humphries, Jr. A CONCURRENT RESOLUTI ON1 To express sincere and heartfelt condolences upon the death of Judge Guy E. Humphries,2 Jr., of Alexandria.3 WHEREAS, it was with deep regret and profound sorrow that the members of the4 Legislature of Louisiana learned of the death of Judge Guy E. Humphries, Jr., of Alexandria5 on Saturday, March 20, 2010, at the age of eighty-six; and6 WHEREAS, born on May 11, 1923, in Shreveport, Judge Humphries was the second7 child and oldest son of Guy E. Humphries of El Dorado, Arkansas, and Hattie A. Sheppard8 of Pelahatchie, Mississippi; and9 WHEREAS, Judge Humphries spent his early childhood around Delhi, and his family10 later moved to the Bayou Rigollette community of Lee Heights to be near a veteran's affairs11 hospital for his father, who was suffering with a case of tuberculosis that he likely contracted12 during his service in World War I; and13 WHEREAS, shortly thereafter, Judge Humphries' father passed away, and his family14 struggled to make ends meet on a daily basis; and15 WHEREAS, as the oldest son, Judge Humphries was left to care for his family's cows16 before and after school and was responsible for various chores along with his brothers and17 sisters; and18 WHEREAS, Judge Humphries graduated from Tioga High School and went to work19 for the Union Pacific Railroad before enlisting in the United States Army Air Corps; and20 HLS 10RS-1880 ORIGINAL HCR NO. 80 Page 2 of 5 WHEREAS, Judge Humphries served with great pride and valor for three years1 during World War II, spending two years in the Pacific Theater of Operations as a radio2 control operator and cryptographer; and3 WHEREAS, Judge Humphries received an honorable discharge from the United4 States Army Air Corps as a tech sergeant, and he could still type Morse code up until his last5 days; and6 WHEREAS, upon returning from World War II, Judge Humphries met Ann Virginia7 Davis, and the couple were married on July 5, 1948; and8 WHEREAS, under the G.I. Bill, Judge Humphries attended Louisiana College, where9 he received his pre-law degree and was a member of the debate team; and10 WHEREAS, Judge Humphries later attended Louisiana State University Law School,11 where he earned his law degree in 1951, served as vice president during his senior year, and12 was a member of the winning team for the 1951 Robert Lee Tullis Moot Court Award; and13 WHEREAS, upon graduation, Judge Humphries returned to Alexandria and practiced14 law with the firm of Gravel, Humphries, Sheffield, and Mansour; and15 WHEREAS, in 1956, Judge Humphries attended the Democratic National16 Convention as an alternate; and17 WHEREAS, Judge Humphries practiced law until 1960, when he was first elected18 judge to the Ninth Judicial District Court, and he was re-elected for three additional terms;19 and20 WHEREAS, during his tenure as a judge, Judge Humphries served as chief judge for21 the Ninth Judicial District Court, and he retired from the bench in 1981; and 22 WHEREAS, in 1972, Judge Humphries was one of the founders and original23 incorporators of the Renaissance Home for Youth, serving as a board of director-emeritus;24 and25 WHEREAS, Judge Humphries was a 1970 graduate of the National College of26 Judges and a member of Phi Delta Phi legal fraternity; and27 WHEREAS, Judge Humphries pursued his graduate judicial studies at the National28 Judicial College and spent six weeks in China to study the nation's judicial system; and29 HLS 10RS-1880 ORIGINAL HCR NO. 80 Page 3 of 5 WHEREAS, as a judge, Judge Humphries conducted the first pilot program in1 Louisiana that allowed cameras and recording equipment into the courtroom, and as a result,2 he received the Margaret Dixon Freedom of Information Award; and3 WHEREAS, Judge Humphries served with great distinction on the Judiciary4 Commission of Louisiana and the Kisatchie Delta Law Enforcement Advisory Committee,5 and he chaired the Louisiana State Law Institute Criminal Code and Code of Criminal6 Procedure Committee; and7 WHEREAS, upon his retirement from the bench, Judge Humphries continued his law8 practice with the firm of Humphries and Humphries, and during the next twenty years, he9 presided as judge pro tempore in courtrooms throughout the state of Louisiana; and10 WHEREAS, Judge Humphries was a member of the Louisiana State Bar Association11 and the Alexandria Bar Association, and he served with unwavering dedication on numerous12 state and federal legal committees; and13 WHEREAS, throughout his long and illustrious life, Judge Humphries was involved14 with several local civic organizations; and15 WHEREAS, Judge Humphries was a founding member of the Alexandria Youth16 Baseball Association, serving on its board of directors and as its president and coaching17 youth baseball for many years; and18 WHEREAS, Judge Humphries was a member of the Shriners of North America and19 the Cenla Shrine Club, and he was actively involved with the Shreveport Shriners Hospital20 and the annual Shriners Circus; and21 WHEREAS, Judge Humphries was a member of the Grand Lodge of Louisiana of22 Free and Accepted Masons, and he served as past district deputy and past exalted ruler of23 the Alexandria Lodge of Benevolent and Protective Order of Elks; and24 WHEREAS, Judge Humphries was a member of the Scottish Rite of Freemasonry,25 Southern Jurisdiction, USA, for more than fifty-four years, and he was also a 32nd Degree26 Mason and a member of the American Legion; and 27 WHEREAS, in his leisure time, Judge Humphries enjoyed hunting, fishing, and golf,28 and he especially liked to duck hunt, spending many years duck hunting at Catahoula Lake,29 Delta Farms, and the rice fields in Cheneyville; and30 HLS 10RS-1880 ORIGINAL HCR NO. 80 Page 4 of 5 WHEREAS, Judge Humphries was a charter member of the Grand Lake Rod and1 Gun Club, and he loved to bass fish in the backwater runoff at Grand Lake; and2 WHEREAS, although Judge Humphries did not begin playing golf until he was in3 his thirties, he studied and learned the game in the same way he pursued his legal profession;4 and5 WHEREAS, Judge Humphries was a former member and president of the Alexandria6 Golf and Country Club and was a member of the Oak Wing Golf Club up until his passing;7 and8 WHEREAS, Judge Humphries' passion for golf included more than just playing the9 game, and his greatest enjoyment came from teaching youth and new players the10 fundamentals and etiquette of the game of golf; and11 WHEREAS, Judge Humphries is survived by his three children, Guy Earl Humphries12 III and his wife, Dana, Richard Davis Humphries and his wife, Laura, Ann Virginia Jacob13 and her husband, Troy; five grandchildren, Jason Humphries and his wife, Paige, John14 Humphries and his wife, Melissa, Leslie Humphries Halle and her husband, James, Jennae15 Ann Jacob, and Paige Humphries; three step-grandchildren, Blaise, Alex, and Lauren16 Smithey; three great-grandchildren, Madison, Aubrey, and Hayden Humphries; two great17 step-grandchildren, Rease Smithey and Savannah Sams; one brother, Dewey R. Humphries;18 and an array of extended family members and friends; and19 WHEREAS, Judge Humphries was preceded in death by his beloved wife of fifty-20 nine years, Anna Virginia Davis; and21 WHEREAS, with the death of Judge Humphries, Louisiana has lost one of her finest22 citizens; and23 WHEREAS, Judge Humphries, who was admired by all whose lives he touched,24 leaves behind a rich and unique legacy and is greatly missed; and25 WHEREAS, although the death of Judge Guy E. Humphries, Jr., has left a26 tremendous void in his community, his memory shall live on forever in the minds and hearts27 of all who knew and loved him.28 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby29 express sincere and heartfelt condolences upon the death of Judge Guy E. Humphries, Jr.,30 HLS 10RS-1880 ORIGINAL HCR NO. 80 Page 5 of 5 of Alexandria, does hereby recognize and record for posterity his outstanding1 accomplishments and singular contributions, and does hereby extend enduring appreciation2 for the pride and honor that this wonderful man will forever bring to his family, friends, and3 community, the city of Alexandria, and the state of Louisiana.4 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted5 to the family of Judge Guy E.
