HOUSE CONCURRENT RESOLUTI ON NO. 84
BY REPRESENTATIVE EDWARDS
LOBBYING: Requests the attorney general to review and report to the legislative
governmental affairs committees and requests the governmental affairs committees
to study and make recommendations all relative to lobbying by public servants and
the use of public funds for such purposes
A CONCURRENT RESOLUTI ON1
To request the attorney general to review the laws relative to lobbying by public servants2
and the use of public funds for lobbying and related purposes and to report thereon,3
including any recommendations related thereto, to the House Committee on House4
and Governmental Affairs and the Senate Committee on Senate and Governmental5
Affairs no later than January 15, 2011, and to request the House Committee on6
House and Governmental Affairs and the Senate Committee on Senate and7
Governmental Affairs to meet and to function as a joint committee to study and make8
recommendations relative to lobbying by public servants and the use of public funds9
for lobbying and related purposes no later than thirty days prior to the convening of10
the 2012 Regular Session of the Legislature of Louisiana.11
WHEREAS, there are many provisions of law, including constitutional and statutory12
provisions, which apply to lobbying by public servants and the use of public funds for13
lobbying and related purposes; and14
WHEREAS, there appears to be a general lack of understanding of the laws relative15
to the use of public funds for lobbying and similar purposes; and16
WHEREAS, while the information provided by public servants can be invaluable,17
there is a distinction between providing factual information and advocacy of a position; and18
WHEREAS, it is important that there be consistency in the level of understanding,19
compliance, and enforcement of the laws.20 HLS 10RS-663	ORIGINAL

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby1
request the attorney general to review the laws relative to lobbying by public servants and2
the use of public funds for lobbying and related purposes and to report thereon, including3
any recommendations related thereto, to the House Committee on House and Governmental4
Affairs and the Senate Committee on Senate and Governmental Affairs no later than January5
15, 2011.6
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby7
request the House Committee on House and Governmental Affairs and the Senate8
Committee on Senate and Governmental Affairs to meet and to function as a joint committee9
to study and make recommendations relative to lobbying by public servants and the use of10
public funds for lobbying and related purposes no later than thirty days prior to the11
convening of the 2012 Regular Session of the Legislature.12
