HOUSE/RULES:  Provides for the report of committee on a legislative instrument
A RESOLUTION1
To amend and readopt House Rule 6.11(A)(1) of the Rules of Order of the House of2
Representatives to allow a committee to report an instrument by substitute with a3
recommendation that it be recommitted to a specified committee.4
BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana5
that House Rule 6.11(A)(1) of the Rules of Order of the House of Representatives is hereby6
amended and readopted to read as follows:7
Rule 6.11.  Committee report; session; interim8
A. For each meeting held during session at which a legislative instrument is9
scheduled for public hearing, a standing committee shall submit a written report to10
the Clerk of the House as soon as possible after each committee meeting. For each11
meeting held during the interim at which a legislative instrument is scheduled for12
public hearing and a report on such instrument is determined, each standing13
committee shall submit a written report to the Clerk of the House within five14
working days after the committee meeting.  The report of such standing committee15
for each meeting shall be in such form as to list in numerical order the number and16
title of each legislative instrument upon which the committee took action at the17
meeting. Below the designation and title of each legislative instrument the report of18
the committee shall contain the following with respect to such instrument:19 HLS 10RS-3967	ORIGINAL

(1) The report of the committee on each legislative instrument which may1
be one, and only one, of the following:2
(a)  Reported favorably.3
(b)  Reported unfavorably.4
(c)  Reported with amendments.5
(d)  Reported by substitute.6
(e) Reported either favorably, with amendments, by substitute, or without7
action with recommendation that it be recommitted to the Committee on8

Abstract: Allows a committee to report an instrument by substitute with a recommendation
that it be recommitted to a specified committee.
Present House Rule provides that the report of the committee on each legislative instrument
which may be only one of the following: (a) favorably; (b) unfavorably; (c) with
amendments; (d) by substitute; or (e) favorable, with amendments, or without action with
a recommendation that it be recommitted to a specified committee.
Proposed House Rule further allows a committee to report an instrument by substitute with
a recommendation that it be recommitted to a specified committee and otherwise retains
present House Rule.
