HOUSE/RULES:  Provides for the report of committee on a legislative instrument
A RESOLUTION1
To amend and readopt House Rule 6.11(A)(1) of the Rules of Order of the House of2
Representatives to provide for the report of a committee on a legislative instrument.3
BE IT RESOLVED by the House of Representatives of the Legislature of Louisiana4
that House Rule 6.11(A)(1) of the Rules of Order of the House of Representatives is hereby5
amended and readopted to read as follows:6
Rule 6.11.  Committee report; session; interim7
A. For each meeting held during session at which a legislative instrument is8
scheduled for public hearing, a standing committee shall submit a written report to9
the Clerk of the House as soon as possible after each committee meeting. For each10
meeting held during the interim at which a legislative instrument is scheduled for11
public hearing and a report on such instrument is determined, each standing12
committee shall submit a written report to the Clerk of the House within five13
working days after the committee meeting.  The report of such standing committee14
for each meeting shall be in such form as to list in numerical order the number and15
title of each legislative instrument upon which the committee took action at the16
meeting. Below the designation and title of each legislative instrument the report of17
the committee shall contain the following with respect to such instrument:18
(1) The report of the committee on each legislative instrument which may19

(a)  Reported favorably.1
(b)  Reported unfavorably.2
(c)  Reported with amendments.3
(d)  Reported by substitute.4
(e) Reported either favorably, with amendments, by substitute, or without5
action with recommendation that it be recommitted to the Committee on6

(f) If the legislative instrument was recommitted to the committee in9

Abstract: Allows a committee to report an instrument by substitute with a recommendation
that it be recommitted to a specified committee and allows a committee to which a
an instrument is recommitted under the rules to report such an instrument without
action.
Present House Rule (6.11(A)(1)) provides that the report of the committee on each
legislative instrument which may be only one of the following:  (a) favorably; (b)
unfavorably; (c) with amendments; (d) by substitute; or (e) favorable, with amendments, or
without action with a recommendation that it be recommitted to a specified committee.
Present House Rule (6.8) requires the recommittal of certain legislative instruments
including constitutional amendments (Civil Law); resolutions proposing certain studies
(House and Governmental); the capital outlay bill (Appropriations); the MFP concurrent
resolution (Appropriations); specials funds (Appropriations); Senate instruments with a
fiscal cost of $500,000 or more (Appropriations); until Jan. 9, 2012, any instruments with
a state general fund fiscal cost of $100,000 or more (Appropriations); Senate instruments
with a net decrease in fees or a net increase in fees or taxes of $500,000 or more (Ways &
Means); public records exceptions (House and Governmental); and interstate compacts
(House and Governmental).
Proposed House Rule specifically allows a committee to report an instrument by substitute
with a recommendation that it be recommitted to a specified committee and further allows
a committee to which an instrument was recommitted in accordance with present House
Rule (6.8) to report such an instrument without action and otherwise retains present House
Rules.
